BOOK 96 FAn 410 <br />The applications of each of the applicants are on file with Alice <br />White, Executive Aide to the Board of County Commissioners. The <br />applications were not included --in the agenda package due to the <br />substantial volume of the documents. <br />Based on the investigation conducted by staff, no creditable reason <br />was found to deny the above applicants a certificate and therefore, <br />issuance is recommended. <br />RECOMMENDATION <br />Subject to completion of the Public Hearing, staff recommends the <br />Board approve -the issuance of a Class "E" Certificate of Public <br />Convenience and Necessity to provide wheelchair non -emergency <br />(ambulatory) transportation services for each of the above listed <br />applicants for a period of two years, subject to the provisions of <br />Chapter 304, as amended, of the Indian River County Code of Laws <br />and Ordinances. <br />Staff further recommends the Board waive the $100 filing fee for <br />the Veterans Council and the American Red Cross predicated on the <br />fact no fee is charged for the transportation service. <br />Director Wright advised that an application had been received <br />from Able Health Services which will be processed routinely. <br />Commissioner Eggert felt that was the intent. She thought <br />they needed to establish need based on the applicants that are <br />currently under contract. She thought that should take at least 2- <br />4 months to establish and then they should process in the usual way <br />as done for ambulances. She explained the difference between <br />"need" and "desire", which appeared to be frustrating some people. <br />Commissioner Adams suggested 6 months, but Commissioner Eggert <br />thought that in fairness it should take no longer than 4 months. <br />She felt that if a "need" were established before that, then they <br />should do it sooner. Tom Fritz, Council on Aging, will have <br />finalized his Medicaid contract by the first of the year. <br />Commissioner Eggert suggested lowering the fee to $50 in this <br />instance because the whole investigative process was not necessary. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Gary Burdsall, president of Able Aviation, Able Ambulance, and <br />Able Health Services, requested a Class "E" certificate be issued <br />today. He was shocked he was not included and explained he wants <br />to provide service for "private pay" only, not Medicaid patients. <br />He explained he has been doing wheelchair transport in the county <br />since 1993 and because he was not aware of the Medicaid -rul-es, the - <br />had been accepting Medicaid transport. He stopped when advised of <br />the requirements. He cautioned that his service in the county <br />26 <br />October 24, 1995 <br />
