� � s <br />September 5, 1995, did not contain any objections to the proposed <br />amendment. The ORC Report did, however, contain one comment <br />pertaining to the proposed amendment. That comment will be <br />addressed in the analysis section of this staff report. In <br />contrast to objections, comments cannot be used as a basis for <br />finding an adopted amendment not in compliance. <br />The Board of County Commissioners is now to decide whether or not <br />to adopt the requested amendment. <br />DESCRIPTION OF THE AMENDMENTS BY ELEMENT <br />In this section, the proposed amendments to each plan element will <br />be discussed. The purpose is to identify the various portions of <br />the plan needing amendment and to present justification for the <br />-amendment requests. <br />Future Land Use Element <br />Future Land Use Element Policy 1.27 describes the intended uses of <br />land within the PUB, Public Facilities, land use designation. The <br />proposed amendment would modify Future Land Use Element'Policy 1.27 <br />to specifically state that certain landfill related activities are <br />uses permitted within the PUB land use designation. The proposed <br />amendment is intended to ensure that all landfill related <br />activities are consistent with the comprehensive plan. <br />Housing Element <br />Indian River County participates in the State Housing Initiative <br />Partnership (SHIP) Program designed to increase the affordability <br />of housing in the county. Housing that qualifies as affordable is <br />defined in state law. A definition of affordable housing that is <br />consistent with the state's definition has been incorporated into <br />the county's Affordable Housing Incentive Plan. <br />Currently, the comprehensive plan's definition of affordable <br />housing differs slightly from the state's definition. The plan's <br />definition includes the cost of utilities as part of the cost of <br />housing, while the state's definition does not. The purpose of the <br />proposed amendment is to modify the comprehensive plan's definition <br />of affordable housing to be consistent with state law and the <br />county's Affordable Housing Incentive Plan, thus helping to ensure <br />that the county can continue to participate in various state funded <br />affordable housing programs. <br />Traffic Circulation Element <br />The proposed amendment to the Traffic Circulation Element is toi <br />• update the data and analysis, Table 4.1, and Policy 2.1 to <br />reflect the best available data; <br />• update Policies 8.3 and 8.5 to reflect the formation of the <br />Indian River County Metropolitan Planning Organization (MPO); <br />and <br />• incorporate the proposed Citrus Highway on the County Future <br />Traffic Circulation Map and in the Recommended Roadway Needs <br />Plan. <br />- Data and Analysis, Table 4.1, and Policy 2.1 <br />The Comprehensive Plan's Traffic Zircul:ation 'Element defines <br />minimum roadway levels of service (LOS) based on several sources of <br />33 <br />October 24, 1995 <br />Boa 96 wi-) . <br />
