ORDINANCE 95-25 <br />FUTURE LAND USE ELEMENT POLICY 1.27' <br />The Public Facilities designation is intended for public <br />facilities and services including, but not limited, to <br />government offices, service centers, public utilities and <br />transportation facilities, schools, parks, libraries, police <br />and fire stations, and landfills and related uses such as <br />recycling equipment operations, composting facilities and <br />operations, incineration of solid waste, borrow pit operations <br />for fill material, industrial waste and leachate treatment and <br />management, and equipment storage and maintenance. Not all <br />public land uses are shown on the Future Land Use Map. Public <br />facilities are not limited to the Public Facilities Land Use <br />Designation. <br />DEFINITION OF AFFORDABLE HOUSING <br />Housing occupied by a household paying housing expenses which <br />do not exceed 30% of the household's gross income. Monthly <br />housing cost for owner -occupied housing shall include mortgage <br />principal and interest, taxes, and insurance. Monthly housing <br />cost for renter=cccupied housing shall include contract rent. <br />However, it is not the intent to limit a household's ability <br />to devote more than 30% of its income for housing. Programs <br />and policies of the Comprehensive Plan with regard to <br />affordable housing shall be limited to those households in the <br />very low- (less than 50% of median income), low- (50-80% of <br />median) and moderate- (80-120% of median) income groups. <br />TRAFFIC CIRCULATION ELEMENT POLICY 2.1 <br />No development project shall be approved if the projected <br />impacts of the project would serve to reduce service levels of <br />any roadway on the traffic circulation system below the <br />standards identified in Policy 1.1 Conditions applicable to <br />this policy are as follows: <br />c Development project shall be defined as any activity <br />which requires issuance of a development order. This <br />includes: comprehensive plan amendment, rezonings, site <br />plan approval, preliminary plat approval, preliminary PD <br />approval, DRI development order approval, preliminary PD <br />approval, DRI development order approval, and building <br />permit approval for single family structures. <br />c Projected project traffic shall be based on the <br />application of ITE trip rates (Trip Generation, 4th <br />Edition or subsequent editions), Indian River County trip <br />rates, or applicant derived/county approved trip rates <br />for the proposed use(s) to the project. <br />c Existing service level will be derived by using the peak <br />hour/peak season/peak direction traffic volume ranges or <br />average travel speeds of -a link. Volume shall be the sum <br />of existing demand and committed demand.
