platted portion of land within the Windsor development. The <br />subject replat and plat proposal is to be known as Windsor Phase V, <br />and will include 70 single family uni-t: lots on 27.5 acres. The <br />subject property is zoned RS -3,' Residential Single Family (up to 3 <br />units/acre), and is proposed to be developed at a net density no <br />greater than 2.57 units per acre. The preliminary plat is in <br />conformance with the overall Windsor PRD conceptual plan. The <br />expiration date of the planned residential development preliminary <br />plat approval was October 12, 1995. <br />Prior to the October 12th expiration date, the project applicant <br />filed a request to extend the planned residential development <br />approval expiration date. Pursuant to site plan regulations, the <br />request may now be considered by the Board of County Commissioners. <br />ANALYSIS: <br />Although the LDRs have been amended since the time of project <br />review and approval, the members of the Technical Review Committee <br />(TRC) concur that subsequent amendments as applied to the subject <br />project are not significant enough to require any revisions or <br />redesign of the project. All TRC staff members have recently <br />approved the applicant's request for site plan extension. <br />As allowed under provisions of the LDRs, Windsor Properties, Inc. <br />is requesting a full 18 month extension of the site plan approval <br />expiration date. Pursuant to Chapter 913 of the LDRs, the Board of <br />County Commissioners may deny, approve, or approve with additional <br />conditions the requested site plan extension. Staff has no <br />objections to the Board granting the request since the previously <br />approved planned residential development preliminary plat <br />substantially conforms to existing LDR requirements. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve <br />Windsor Properties, Inc.'s request for an 18 month extension of the <br />planned residential development preliminary plat approval. The new <br />planned residential development preliminary plat approval <br />expiration date will be April 12, 1997. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />Windsor Properties, Inc.
