Cain, P.E. <br />County Engineer <br />SUBJECT: Environmental Services 512 <br />Scrub Jay Mitigation <br />DATE: October 24, 1995 <br />DESCRIPTION AND CONDITIONS <br />Background <br />Indian River County staff and the US Fish and Wildlife Service have reached <br />a tentative agreement for the use of the "Wabasso Scrub" Property, (which - <br />the -county closed on October 2, 1995), as mitigation for the incidental take <br />of scrub habitat in Sebastian for the CR 512 project. In order to get credit <br />for this mitigation, the County must develop an acceptable habitat <br />management plan beyond the existing overall management plan for the <br />Wabasso Scrub Property. The County has selected a consultant, who has <br />worked with the US Fish and Wildlife Service before, to develop this plan. <br />The attached documents are the Scope of Services and the Agreement itself <br />for the services to be provided by the consultant, Smith Environmental <br />Services. The fee for these services is $4,950. The County Attorney has <br />reviewed these documents and has approved the current documents before <br />the Board. This professional services agreement is for an amount less than <br />that requiring the procedures of the Competitive Negotiating Act. <br />ALTERNATIVES AND ANALYSIS <br />Alternative No. 1 <br />Approve the Consultant Services Contract and direct the Chairman to <br />execute the agreement on behalf of the Board of County Commissioners. <br />Alternative No. 2 <br />Do not approve a Consultant Services for a management plan for Wabasso- <br />Scrub Property and acquire more property to mitigate the incidental take of <br />the scrub habitat. <br />NOVEMBER 7, 1995 <br />50 <br />
