Szpyrka, P.E., Public Works Director <br />FROM: Eric Charest, Natural Resources Manager <br />SUBJECT: Approval of Amendment No. 1 to Florida Department of Environmental <br />Protection Grant Agreement LPA0018 for Moorhen Marsh <br />DATE: April 1, 2022 <br />DESCRIPTION AND CONDITIONS <br />In February of 2020, the Florida Department of Environmental Protection (FDEP) had awarded Indian River <br />County a $650,000.00 grant to assist the County with costs associated with the construction of a Regional <br />Pollutant Removal Facility that will use naturally occurring aquatic plants to absorb and remove dissolved <br />nutrients from stormwater pumped on to the site from the North Relief Canal. The Moorhen Marsh Low <br />Energy Aquatic Plants System (LEAPSTM) Stormwater Treatment Facility was designed, permitted, bid and <br />is currently under construction utilizing funds made available under this grant. <br />Amendment No. 1 to FDEP Grant Agreement LPA0018 is being offered to the County as an extension to <br />the original terms of the agreement, extending the timeframe for project completion from June 30, 2022 <br />through to June 30, 2023. This extension came as a request from the County to allow more time to <br />complete the project due to current supply chain issues and delays experienced in receiving some <br />materials necessary for construction. <br />FUNDING <br />There is no additional funding required to accept Amendment No. 1 to FDEP Grant Agreement LPA0018. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve Amendment No. 1 to Grant <br />Agreement LPA0018 extending the terms of the grant to June 30, 2023 in order to allow for completion <br />of construction for the Moorhen Marsh LEAPSTM' and authorize the Chairman to execute Amendment No. <br />1. <br />ATTACHMENTS <br />LPA0018 Amendment No. 1 <br />APPROVED AGENDA ITEM FOR: April 12, 2022 <br />32 <br />
