CONSENT <br />INDIAN RIVER COUNTY <br />MEMORANDUM <br />TO: Jason Brown <br />County Administrator <br />FROM: Suzanne Boyll ,?-"- <br />Human Resources Director <br />DATE: April 6, 2022 <br />SUBJECT: Addendum to RXBenefits Administrative Services Agreement — Amending the <br />Current Contract Period from 12 Months to 17 Months to Align with Annual <br />Benefit Renewals <br />BACKGROUND: <br />Effective May 1, 2018, Indian River County Board of County Commissioners approved a <br />recommendation to carve -out the pharmacy benefit under the County's group health insurance <br />program from Florida Blue and select Express Scripts as the pharmacy benefit manager. <br />Administrative services for the pharmacy benefit are provided by RX Benefits. Pricing and <br />rebates are updated annually effective January of each year and approved by the BOCC. The <br />initial term was May 1, 2018 through April 30, 2019. The first renewal term was May 1, 2019 <br />through April 30, 2020. The second renewal term was May 1, 2020 through April 30, 2021. <br />We are in the third renewal term of our agreement with RXBenefits for the twelve month period <br />from May 1, 2021 through April 30, 2022. The County's benefit plan year is October 1St through <br />September 30th. We are seeking to align the agreement with RXBenefits to coincide with our <br />benefit plan year beginning October 1St of each year. The proposed 2022 ASA addendum would <br />amend Article I —Certain Definitions to clearly define the "Contract Year" and each renewal term. <br />Under this addendum, the third renewal term would be extended from twelve months effective <br />May 1, 2021 to a seventeen month period ending on September 30, 2022. All pricing and rebate <br />guarantees would be consistent with the October 2021 pricing agreements. <br />Additionally, Article VI — Term and Termination, Paragraph A will be amended to include the <br />defined renewal terms periods. <br />FUNDING: <br />Funding for the pharmacy benefit is included in the health plan trust fund. <br />RECOMMENDATION: <br />Staff respectfully requests the Board of County Commissioners approve and authorize the Board <br />Chairman to sign the 2022 administrative services agreement addendum with RXBenefits after <br />review and approval by the County Attorney. <br />37 <br />
