Director Parks & Conservation Resources <br />Subject: Oslo Riverfront Conservation Area Interlocal Agreement with St. Johns River Water <br />Management District <br />DESCRIPTIONS AND CONDITIONS <br />On August 21, 1991, Indian River County (County) in partnership with the St. Johns River Water <br />Management District (District) purchased the Oslo Riverfront Conservation Area (ORCA) which <br />is 298 acres located north of Oslo Road and east of U.S. Highway 1. The property was acquired <br />jointly by the District and County for the purpose of conservation and environmental protection. <br />Each party maintains an un -divided one-half interest in the property and both parties agreed that <br />the County would be responsible for the resource management and maintenance/construction of <br />passive recreation amenities. On November 5, 1991, the County and District entered into a thirty <br />(30) year Intergovernmental Management Agreement (Agreement) which expired on November 4, <br />2021. This Agreement includes the First Amendment to the Oslo Riverfront Conservation Area <br />Intergovernmental Management Agreement entered into on May 12, 1999, to include the Flinn <br />Tract purchased by IRC, Florida Inland Navigation District (FIND) and SJRWMD on June 17, <br />1998. A new Interlocal Management Agreement is being provided for acceptance between the <br />District, FIND and the County for a period of twenty (20) years which will expire in 2041. <br />On April 27, 1993, the Board of County Commissioners (BCC) approved "A Plan for the Use and <br />Management of the Oslo Riverfront Conservation Area" (hereafter referred as Management Plan). <br />After the purchase of the Flinn Tract, the BCC approved "A Plan for the Use and Management of <br />the Oslo Riverfront Conservation Area Amended to include the Flinn Tract" on November 3, 2009, <br />which included FIND as funding partner. The purpose of the Management Plan is an Agreement <br />between the three parties that clearly lays out and defines the extent and purpose of use, resource <br />management, responsibilities and long-term management objectives for the two properties. Many <br />of the planned improvements have been completed on both the Flinn and ORCA properties, <br />however, there are some remaining improvements that are currently underway, including fencing <br />of the ORCA property as specified in the Conceptual Development Plan, Figure 4 provided below. <br />160 <br />
