Exhibit "D" <br />IR Impoundment #19 Mlanapment Plan <br />MAY 1992 <br />b. PROPOSED. This plan proposes to install 9-30 in. diameter <br />culverts at the locations delineated on Figure 4. Eight culverts <br />(#1-8) will connect the impoundment with the lagoon and one <br />culvert (#9) will be placed in an interior dike at a current breach <br />location. In accordance with SOMM guidelines on previously <br />reviewed RIM plans, the culvert inverts will be placed at -1.0 ft_ <br />NGVD. Culvert locations have been chosen to try and provide <br />optimal flushing through the impoundment when culverts are <br />open to the lagoon. <br />The plan also includes 3 bleed -down culverts, a design currently <br />being evaluated by IRMCD at IR Impoundment 4r-2 (Golf <br />Course/Indian River Blvd project). If experience shows them to <br />provide improved water quality benefits, bleed -down culverts <br />will be installed here as funding permits. Bleed -down culverts <br />operate by allowing impoundment water pressure to slowly force <br />bottom water through the culvert into the lagoon. Bleed -down <br />culverts are planned to be placed near culverts #2, 4, & 6. A <br />further description of how these culverts will be used is <br />explained in IVB. - MANAGEMENT CONSIDERATIONS. <br />9. PUMP STATION. The existing pump station (located at the <br />impoundment's northwest comer, Figure 2), which is now used for a <br />portable electric pump, will serve as the site for the stationary electric <br />pump as well. Since electric service (3 phase) is available within a few <br />hundred feet by Florida Power & Light, hook-up to a permanent pump <br />should proceed smoothly. Please note that the salinities from the pump <br />intake canal (along the north edge of Impoundment #18) are very low <br />so during the summer flooding period, low salinity water will continue <br />to flood the impoundment. <br />14. ADJACENT AREAS- Several impoundments are located to the north <br />and south of IR Impoundment #18. Below is a brief description of the <br />most significant nearby marshes. <br />a. IR IMPOUNDMENTS #19 (NORTH VISTA ROYALE). <br />Adjacent to the north is a 52 acre impoundment which receives <br />secondarily treated effluent from a polishing pond at the Vista <br />Royale wastewater plant (max. capacity = OS million <br />gallons/day). Typically the flow of wastewater keeps this <br />impoundment flooded year-round thereby controlling mosquitoes <br />through impoundment There is no connection between this <br />impoundment and the lagoon (Carlson 1983, Carlson & Knight <br />1981). <br />2 <br />
