Work Order No. 2 <br />DATE: February 1, 2022 <br />DESCRIPTION AND CONDITIONS <br />On April 17, 2018, the Board of County Commissioners (BCC) approved the Continuing Contract <br />Agreement for Continuing Engineering Services with Jones Edmunds & Associates, Inc. (JEA) for <br />professional water resource engineering support services. The original contract was for three (3) <br />years with an option for one (1) two-year extension at the County's discretion. This contract was <br />renewed on May 18, 2021 for the two (2) year extension <br />Indian River County is seeking to enlist the professional services of JEA to assist the County in <br />preparing a 20 -year needs analysis of the County's Stormwater Management Program in support <br />of recently enacted legislation. In the 2021 legislative session, Governor Ron DeSantis signed <br />House Bill 53 (HB53) into law. HB53, titled as Public Works, requires the County to submit <br />program and project specific information related to the County's stormwater program to the <br />Florida Department of Environmental Protection (FDEP) and to the Office of Economic and <br />Demographic Research (EDR) by July 31, 2022. In addition to this requirement, the County is also <br />to compile the same needs analyses information submitted by the municipalities within the <br />County (Fellsmere, Indian River Shores, Orchid, Sebastian and Vero Beach) and include with the <br />County's submittal. Please note that the individual municipality submittals are due to the County <br />no later than June 30, 2022. <br />Under Workorder No. 2, JEA will assist the County in fulfilling the County's Stormwater Program <br />requirements identified in HB53. This includes collecting general information on the County's <br />stormwater program; preparing a summary of program/project funding, summaries of the <br />County's stormwater assets and the operation and maintenance performed on them, future <br />expansion projects, future resiliency projects and projected replacement projects. JEA will work <br />with the County to collect information listed above and incorporate that information, together <br />with the information submitted by the municipalities within the County, to create the County- <br />wide stormwater needs analysis for submittal to the FDEP and EDR. <br />The cost for Work Order No. 2 is for a time and expense basis not to exceed $35,487.00. The <br />anticipated completion date for a draft version County's stormwater needs analysis is 16 weeks <br />after execution of the workorder, with the final stormwater needs analysis being provided to the <br />County 20 weeks after Workorder execution.
