RESOLUTION No. 74-65 <br />® WHEREAS, the Water Resources Act of 1972, hereinafter <br />palled "Act", passed by the State of Florida created various <br />9 <br />A water management districts throughout the State; and <br />WHEREAS, Indian River County, hereinafter called <br />"County", is currently a member of the Central and Southern <br />Florida Flood Control District and is required by the "Act" to <br />transfer to the newly established St. Johns River Water Manage- <br />ment District by July 1, 1975; and <br />WHEREAS, the "Act" provides a vehicle for parts of a <br />water district to form subdistricts for the purpose of recognition <br />and funding; and <br />WHEREAS, "County" has recognized the management of <br />waters to be one of the highest priority items in its work <br />program; and <br />WHEREAS, "County" feels that an environmentally sound <br />Upper St. Johns River Basin Project is most important to the <br />conservation and management of water in the County; and <br />WHEREAS, it is projected that the Upper St. Johns River <br />Basin Project will reach final design, contracting, and completion <br />by July 1, 1982; and <br />WHEREAS, the "County" feels that its problems are current <br />and the newly established St. Johns River Water Management District <br />has not resolved the constitutional, legal, and operational issues <br />in order that they can immediately react to these problems; and <br />WHEREAS, the Central and Southern Florida Flood Con- <br />trol- District is a currently viable agency with the existing staff <br />and fiscal capabilities to sponsor the Upper St. Johns River <br />Basin Project and to immediately implement all aspects of the <br />"Act". <br />NOW, THEREFORE, BE IT RESOLVED by the Indian River <br />Board of County Commissioners that: <br />(1) The question of subdistricting be resolved in <br />the negative; <br />
