RESOLUTION No. 74-5 <br />WHEREAS, JAY SMITH, has submitted his resignation as <br />Indian River County Civil Defense Director because of his election to <br />the Vero Beach City Council, and <br />. WHEREAS, he has served with distinction as Indian River <br />County's Civil Defense Director since March, 1971, and <br />WHEREAS, during his service and with his expert guidance, <br />a Disaster Plan was developed for Indian River County; disaster exer- <br />cises were held insuring that all personnel, including elected officials, <br />obtained the training and experience to adequately handle a real disaster; <br />equipment was replaced and civil defense in Indian River County became <br />a truly professional department, and <br />WHEREAS, the Board of County Commissioners of Indian River <br />County, Florida, wishes to publicly acknowledge his dedicated service, <br />NOW, THEREFORE, BE IT RESOLVED, BY THE BOARD <br />OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, <br />that it regretfully accepts the resignation of JAY SMITH as Civil Defense <br />Director effective December 1, 1973; that on behalf of all citizens of <br />Indian River County, Florida, it thanks him for his outstanding service <br />and his efforts to insure that Indian River County is prepared to meet any <br />emergency or disaster. His devotion to duty, sensitivity to public service, <br />and excellence in performance has not only set an example for future <br />directors but has been recognized and rewarded by the citizens of Vero <br />Beach, Florida, by electing him to high public office.
