Chandler <br />County Administrator <br />PAR NT BEAD CONCURRENCE <br />L4Wbert 14._ ating A <br />Community Developmen31"rec <br />THROUGH: <br />Sasan Rohani, AICD S .n , <br />Chief, Long -Range Planning <br />FROM: <br />John Wachte]W <br />Staff Planner, Long -Range Planning <br />DATE: <br />November 14, 1995 <br />RE: WABASSO CORRIDOR TASK FORCE'S REQUEST TO <br />APPROVE THE WABASSO'CORRIDOR PLAN <br />It is requested that, the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of November 21, 1995. <br />DESCRIPTION AND CONDITIONS <br />On May 2, 1995, the Board of County Commissioners established a <br />Wabasso Corridor Plan Task Force to work with planning staff to <br />develop a corridor plan for the Wabasso area. A copy of that plan <br />is attached. <br />The Board of County Commissioners is now to consider and act on the <br />plan. With respect to this matter, the Board may adopt the plan as <br />presented, amend the plan, or reject the plan. <br />If the Board formally adopts the plan, all specific aspects of the <br />plan will be formally in effect. Also, as a follow-up to plan <br />adoption, the regulatory aspects of the plan will be incorporated <br />within the county's land development regulations (LDRs) through an <br />LDR amendment. As with any LDR amendment, a corridor -related LDR <br />amendment would be reviewed by the Planning and Zoning Commission <br />prior to final action by the Board. <br />Background <br />Development of the Wabasso Corridor Plan was initiated by people in <br />the Wabasso area. Recognizing that growth pressures (e.g. <br />population increases, Disney's residential resort, and the R&R <br />Groves land use amendment) were increasing in Wabasso, several <br />Wabasso property owners approached planning staff in July, 1994, <br />regarding the development of a corridor plan that would protect and <br />enhance the appearance of US 1 and CR 510 in the Wabasso area. <br />Together, planning staff and Wabasso property owners approached the <br />Board of County Commissioners with this request. On August 23, <br />1994, the Board directed planning staff to work with members of the <br />Wabasso community and prepare a Wabasso Corridor Plan. <br />In an effort to prepare the corridor plan, three -community meetim" <br />were held. While the first two meetings were successful in <br />identifying community concerns and community desires, the third <br />meeting was unsuccessful. At that meeting, a small group of people <br />opposed to the corridor planning effort prevented discussion and <br />disrupted the meeting. At that point, efforts to work on the plan <br />through a community -wide meeting format stalled. <br />Undeterred, a group of Wabasso landowners circulated petitions <br />within the community and demonstrated support for continuation of <br />the corridor planning process. On May 2, 1995, in response to this <br />indication of support, the Board of County Commissioners appointed <br />a 15 member Wabasso Corridor Plan Task Force to work with planning <br />staff to develop a corridor plan. <br />The task force held ten public meetings from May, 1995 through <br />November 1995, including a field trip to a planned corridor in the <br />city of Port Orange. At various times, these meetings were <br />attended by interested parties. From the time that an initial plan <br />was formulated by the Task Force, staff has applied the "pending <br />ordinance doctrine" to new development proposals in an effort to <br />ensure that new development would generally comply with the intent <br />of the proposed plan. <br />NOVEMBER 21, 1995 40 <br />
