She believed that many of the costs mentioned are <br />relatively low-end costs with long-term benefits and that the <br />improved property values will benefit all Wabasso property owners. <br />Paul Nace of Coralstone Condominium Association endorsed the <br />Plan but expressed his concern about maintenance of the landscaping <br />buffers. <br />Reith Pelan of 601 21st Street, the site planner, commented <br />that he works a lot with large corporate clients who take every <br />opportunity to build cost effectively. He cited Treasure Coast <br />Plaza which is not very pretty from the rear and felt that shopping <br />centers typically abut a residential area from the rear which is <br />the area that needs attention. He urged the Commissioners to adopt <br />the Plan and said that he was happy to have been a part of it. <br />Steve Lewis, a member of the Task Force, asked Director <br />Keating to clarify the intention with regard to indoor sales for <br />boats, and Director Keating emphasized that indoor retail sales are <br />recommended and in general use. He felt it would be helpful to <br />everyone if staff could clarify the language. <br />The Chairman asked if anyone else wished to be heard in this <br />matter. There being none, he closed the public hearing. <br />Under discussion, Commissioners Adams and Eggert expressed <br />their concern that some of the language needs to be revised. <br />Commissioner Tippin felt it is always a problem when <br />government gets involved in aesthetics and commented that everyone <br />should realize how individualized aesthetics are. He further <br />commented that we should realize how many girls wouldn't have had <br />a date, or fellows too, if we all had to agree what is handsome. <br />He felt that Port Orange started from scratch and he noted that no <br />pictures of redevelopment in Port Orange were shown. <br />Commissioner Bird appreciated the work that went into this but <br />felt that if he were someone who already owned a piece of property <br />or lived on the beach and only drove through the area occasionally, <br />he also would want it to look like a rose garden. He felt that the <br />Board had not received an accurate picture in that we have not <br />received any comments from people who own existing property on the <br />Corridor. He believed the Plan exceeds the ordinances currently on <br />the books that made Indian River County the special place that it <br />is and that those ordinances are adequate 'to see it remains a <br />special place. He did not want to see government make additional <br />restrictions. He believed it would be fine when you start from <br />scratch in a newly developing area, but this Plan goes too far and <br />is unnecessary. <br />NOVEMBER 21, 1995 46 <br />
