BOOK96 P.v,i 665 <br />Comments regarding the South Gifford Road Landfill precontamination reports by <br />Brown and Caldwell for the Indian River County Solid Waste Disposal District: <br />The site is 115 acres, west of 43rd Avenue, between 41st Street and 37th Streets <br />(directly south of the 45th Street water service project). <br />Several of the ground water samples near the landfill were found to contain <br />chlorinated volatile organic compounds, including vinylchloride in concentrations <br />exceeding State of Florida and Federal Drinking Water Standards. Sampling of <br />private water supply wells in the vicinity of the site by the Indian River County <br />Public Health Unit (a unit of the Florida Department of Health and Rehabilitative <br />Services (HRS) resulted in samples of two wells located north of the site showing <br />concentrations of trichloroethylene (TCE) in excess of federal maximum <br />contaminant levels (MCLs) and Florida Drinking Water Standards. Field analytical. <br />data indicates that the zone where chlorinated volatile organic compounds were <br />detected appear to be associated primarily with the northern portion ofthe <br />landfill. The presence of precursor compounds in the ground water suggest that <br />i...tiifted source of release may still exist within the northern portion of the <br />landfill. <br />On August 17, 1995 the State Department or xnvironmental Protection required two <br />homes at 4115 and 4116 48th Avenue in Palm Gardens subdivision be connected to <br />County water due to contaminated water wells. In the same subdivision, which is <br />located approximately 1000 feet south of the project area, the Palm Gardens <br />Children's Home at 4796 42nd Street, a limited care facility for disabled <br />children, was required to connect to County water and install fire protection on <br />March 20, 1995. A special water line was installed for same, utilizing a <br />developer's agreement. <br />The attached map displays the area to benefit from the assessment project. The <br />total estimated project cost is $472,865.26, less a non -assessed Master Plan <br />water main of $135,950.00. The total estimated cost to be assessed is <br />$336,915.26. The estimated cost per square foot is $0.0676229. This project is <br />to be paid through the assessment of property owners along the proposed water <br />line route. In the interim, financing will be through the use of impact fee <br />funds. Engineering design services for this project have been completed by the <br />Department of Utility Services staff. <br />The staff of the Department of Utility Services recommends that the Board of <br />County Commissioners approve the attached resolutions and set the public hearing <br />date. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 95-147 providing for water service to <br />45th Street. <br />Providing (First Reso.) <br />RESOLUTION NO. 95- 7 Q 7 <br />A RESOLUTION OF INDIAN RIVER COUNTY, <br />FLORIDA, PROVIDING FOR WATER SERVICE TO <br />45th STREET; PROVIDING THE TOTAL ESTIMATED <br />COST, METHOD OF PAYMENT OF ASSESSMENTS, <br />NUMBER OF ANNUAL INSTALLMENTS, AND LEGAL <br />DESCRIPTION OF THE AREA SPECIFICALLY <br />SERVED. <br />WHEREAS, the Board of County Commissioners of Indian River <br />County has determined that the improvements herein described are <br />necessary to promote the public welfare of the county and has deter- <br />mined to defray the cost thereof by special assessments against certain <br />properties to be serviced by a water main extension to 45th Street, <br />hereinafter referred to as Project No. UW -94 -13 -DS; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, as follows: <br />I.
