UW -95 -28 -DS <br />BACKGROUND <br />On September 29, 1995, Indian River County assumed ownership of the <br />- Sebastian Utility system. Per the purchase agreement, assessed <br />water line projects are to be constructed throughout the Sebastian <br />Highlands area over the next five years. The schedule for Phase I, <br />which contains approximately 23 miles of water line, is to be <br />completed in less than eighteen (18) months. <br />On October 11, 1995, at the City Council meeting, the City of <br />Sebastian selected Masteller & Moler, Inc., as the Engineer for <br />these projects and all utility work within the City (See attached <br />copy of letter and minutes of meeting). The staff of the <br />Department of Utility Services has completed negotiations with <br />Masteller & Moler, Inc., for engineering services and is ready to <br />begin the project. (Please see the attached Work Authorizations <br />for further details) <br />ANALYSIS <br />The preliminary, estimated construction cost is $2,900,000.00 with <br />the engineering fees as follows: <br />Design, Permitting, Etc. $137,000.00 <br />Project Inspection $ 42,000.00 <br />Assessment $ 15,400.00 <br />Survey $ 72,500.00 <br />** Contingency 1s__10.000-00 <br />Total $276,900.00 <br />** To be authorized by the Utility Director as needed. <br />This fee is in line with other recent projects of this size, with <br />an engineering fee (exclusive of contingency and a8sessment) of <br />$251,500.00 or 8.62% of the construction cost. Funding for this <br />project will be from an assessment bond issue. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that <br />the Board of County Commissioners approve this project as <br />presented. <br />Commissioner Adams questioned the assessment figure of $15,400 <br />and wondered if staff could not do this portion. <br />Director Pinto responded that staff does part of it but that <br />this assessment roll is set up in the community of Sebastian. The <br />project engineer establishes the assessment district and staff <br />handles the assessment processing. The assessment resolutions will <br />be approved through the City of Sebastian. <br />Commissioner Adams was still unsure why this could not be done <br />in-house, and Director Pinto explained that this is .a very large <br />project involving 2-3,000 parcels which staff could not handle in- <br />house. <br />NOVEMBER 21, 1995 <br />RM <br />
