Comprehensive Plan Capital Improvements Element <br />➢ Modification of development orders issued conditionally or subject to the concurrent <br />availability of public facility capacity provided by the delayed project. Such modification <br />shall restrict the allowable amount and schedule of development to that which can be served <br />by the capacity of public facilities according to the revised schedule; or <br />➢ Amendment of the plan to reduce the adopted standard for the level -of -service for public <br />facilities until the fiscal year in which the delayed project is scheduled to be completed. <br />Implementation, Evaluation, and Monitoring <br />Implementation <br />An important part of any plan is its implementation. Implementation involves execution of the plan's <br />policies. It involves taking actions and achieving results. <br />For the Capital Improvements Element, implementation involves various activities. While some of <br />these actions will be ongoing, others are activities that will be taken by certain points in time. For <br />each policy in this element, table 6.20 identifies the type of action required, the responsible entity for <br />taking the action, the timing, and whether or not the policy necessitates a capital expenditure. <br />To implement the Capital Improvements Element, several different types of actions must be taken. <br />These include: development of mechanisms for funding new facilities, adoption of land development <br />regulations and ordinances, execution of interlocal agreements, coordination, and preparation of <br />studies and evaluation and monitoring reports. <br />Overall, the Capital Improvements Element implementation responsibility will rest with the Office of <br />Management and Budget. Besides its responsibilities as identified in table 6.18, the planning <br />department has the additional responsibility of ensuring that other entities discharge their <br />responsibilities. This will entail notifying other applicable departments of capital expenditures to be <br />included in their budgets, notifying other departments and groups of actions that must be taken, and <br />assisting other departments and agencies in their plan implementation responsibilities. <br />As part of the Capital Improvements Element, the county has developed a Concurrency Management <br />Plan, which ensures the maintenance of the adopted level -of -service standards. Through the <br />Concurrency Management Plan, the county will measure facility capacity, assess development <br />demand, and maintain a Capital Improvements Program which ensures that the level -of -service <br />standards are maintained. <br />Community Development Department <br />Adopted December _ 2021, Ordinance 2021 - <br />Indian River County <br />56 <br />187 <br />
