1136 <br />CONSENT <br />INDIAN RIVER COUNTY <br />INTER -OFFICE MEMORANDUM <br />TO: Jason Brown <br />County Administrator <br />FROM: Suzanne Boyll <br />Human Resources Director <br />DATE: June 8, 2022 <br />SUBJECT: Automobile Allowance Adjustment <br />Indian River County BOCC provides an automobile allowance for managerial staff who <br />utilize a privately owned automobile on official business and are not provided a County <br />vehicle. County Commissioners also receive an automobile allowance at a reduced rate. <br />The automobile allowance is provided pursuant to Florida Statutes, Section 112.061 (7) <br />(f). Individuals who are provided an automobile allowance do not receive any mileage <br />reimbursement for business related travel within Indian River County. <br />Currently, 18 individuals receive this allowance and the amounts vary from $2,100.02, <br />$2,400.06, or $2,600 annually. The automobile allowance is paid in the biweekly payroll <br />(26 pay periods per year). Prior to October 2012, the auto allowance was $161.54 <br />biweekly ($4,200.04 annually) and was subsequently reduced to the current amounts to <br />achieve budget savings. <br />The rising cost of fuel as well as the increased costs associated with vehicle <br />maintenance, resulted in Human Resources surveying other Florida public employers <br />regarding their automobile allowance. The survey revealed the average annual <br />automobile allowance provided is $4,236. In order to provide a competitive automobile <br />allowance, staff is recommending the automobile allowance be returned to the pre - <br />2012 rate of $4,200.04 annually ($161.54 biweekly) which is comparable to the average <br />paid by other Florida public employers. The Board Chairman would receive an <br />additional $600 annually for a total of $4,800.12 ($184.62 biweekly). This additional <br />allowance of $50 per month is provided to the Chairman of the BOCC for travel and <br />other expenses related to the performance of his or her duties is provided under Florida <br />Statute 145.121 (2). <br />FUNDING: <br />The cost associated with this increase is $38,819 annually and would be budgeted in the <br />appropriate departmental budgets. <br />RECOMMENDATION: <br />58 <br />
