CONSENT AGENDA <br />INDIAN RIVER COUNTY <br />OFFICE OF MANAGEMENT AND BUDGET <br />PURCHASING DIVISION <br />DATE: June 3, 2022 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THROUGH: Jason E. Brown, County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Authorization of Interstate Cooperation Contract (ICC) with the State of <br />Texas <br />BACKGROUND: <br />In 2017, the Building Division began a phased project to convert property and structure records <br />dating back to the early 1900s from microfiche, paper plans and index cards to electronic files. <br />The first phase was completed by OSAM (a wholly-owned subsidiary of DataBank IMX <br />(Databank)) under a General Services Administration (GSA) Contract (Number GS-35F0057AA), <br />and a formal agreement between the parties for the work under that contract in the amount of <br />$119,734.83 was approved by the Board on July 11, 2017. <br />EVALUATION <br />The Building Division was pleased with the work completed by DataBank, and would like to use <br />them for the next phases of the work. The GSA contract has since expired, and the term of the <br />formal agreement with DataBank was one year. <br />DataBank was awarded a contract for "Enterprise Content Management" with the Texas <br />Department of Information Resources (DIR), which allows other governmental agencies to <br />utilize its agreements after execution of an Interstate Cooperation Contract (ICC). DIR contracts <br />are primarily information technology (IT) related, and there may be other contracts staff may <br />wish to utilize, in addition to the DataBank agreement. <br />FUNDING/BUDGET AMENDMENT: <br />The Building Division plans to spend $41,863.21 during the current fiscal year on the <br />conversions, and has requested $87,622.89 for the upcoming fiscal year. Funding for the <br />current year will come from a budget amendment from Cash Forward /Oct 1St to Building <br />Department/ Other Contractual Services, Acct# 44123324-033490 <br />3 <br />
