The Useful Life Study of the Polk County PAO is provided as <br />an addendum within their exhibit package. <br />Neither the Sales Comparison Approach nor the Income Approach was developed by the <br />PAO. <br />Other subjects addressed within the PAO evidence include the concept of Inutility (plant <br />operating at less than its design or rated capacity), and Capacity Utilization Rate (actual <br />output / potential output). <br />It is noted that the PAO requested financial, production, and other information from the <br />Petitioner, with such information not being provided. Further the PAO was not permitted <br />to view the Tangible Personal Property at the subject facility. <br />The PAO provided an account summary by asset category detailing the original cost, <br />replacement cost new, depreciation table, assessed value, overall % good to replacement <br />cost new, item count and oldest to newest date. These index factors the PAO states <br />are from the Producer Price Index prepared by the Bureau of Labor Statistics. According <br />to Investopedia on the Internet "the producer price index (PPI) is a family of indexes that <br />gauges the average fluctuation in selling prices received by domestic producers over <br />time." It is noted that some assets, such as a refrigerator, may increase in cost over time. <br />Conversely some assets such as personal computers may decrease in cost over time. <br />Graphed information is provided by the PAO as to its normal useful life studies for <br />kitchen equipment, general office furniture and equipment, computer and accessory <br />equipment, laptop computers, general security equipment, conveyor equipment, molds/ <br />dies, and signage. For each of the noted asset classes Polk County represents that such <br />assets are currently in use, with the applied depreciation for the county being shorter. For <br />example, conveyor equipment of 12-15 years of age is still 46% and 36% respectively in <br />use. For this asset category a 10 year Normal Useful Life was applied. The Industry <br />Sector estimated Normal Useful Lives chart of the American Society of Appraisers is <br />provided.
