Is.) <br />KEATING/Jefferson (BOB) <br />RESOLUTION NO. 87-16 <br />WHEREAS, Governor Graham in October, 1982 established a <br />Hutchinson Island Resource Planning & Management Committee with <br />the objective of resolving existing and preventing future growth <br />40 <br />related problems in the Hutchinson Island area; and <br />WHEREAS, the barrier island area of Indian River County, the <br />City of Vero Beach, the Town of Indian River Shores, and the Town <br />of Orchid was included in the study area for the Hutchinson <br />0 • <br />Island Resource Planning & Management Committee; and <br />WHEREAS, in November, 1983, the Governor and Cabinet approv- <br />ed the Hutchinson Island Resource Planning & Management Plan; and <br />WHEREAS, the Hutchinson Island Resource Planning & Manage- <br />ment Plan, as approved by the Governor and Cabinet, requires that <br />each local government having jurisdiction within the study area <br />prepare and submit to the State Department of Community Affairs <br />(DCA) a traffic impact study for its jurisdiction; and <br />WHEREAS, Indian River County and the municipalities in the <br />County joined together to prepare a countywide traffic impact <br />analysis in order to meet the requirements necessary for prepar- <br />ing a traffic impact fee ordinance and to meet the Hutchinson <br />Island Plan's requirements; and <br />WHEREAS, a Barrier Island Study, meeting the Hutchinson <br />Island Plan's requirement, has been prepared for the entire <br />barrier island area of Indian River County, has been submitted to <br />DCA, and has been approved by DCA; <br />NOW, THEREFORE, BE IT RESOLVED THAT <br />1. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS <br />approves the Indian River County Barrier Island Analy- <br />sis; and <br />2. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS <br />accepts responsibility for its proportional share of <br />those identified roadway improvements necessary to <br />accommodate new growth on the barrier island and agrees <br />to participate in the funding of the improvements <br />
