RESOLUTION NO. 87-52 <br />A RESOLUTION URGING THE SECRETARY OF THE UNITED <br />STATES DEPARTMENT OF THE INTERIOR TO ESTABLISH <br />A COASTAL BUFFER AROUND THE STATE. <br />WHEREAS, the United States Department of the Interior is <br />currently considering whether to include in the Outer Continental <br />Shelf oil. and gas leasing program areas 3 miles from the Florida <br />Keys Atlantic Coast and 10 miles from Florida's Gulf Coast, <br />including the Everglades and Florida Keys coastline; and <br />WHEREAS, Florida's beaches are a major tourist attraction, <br />as well as a prime factor in the high quality of life Florida <br />offers her citizens including those in Indian River County; and <br />WHEREAS, the commercial and sports fishing activities of <br />residents and tourists of Florida and Indian River County depend <br />on clean and biologically productive waters, including the major <br />estuarine systems of the Indian River Lagoon, as well as the <br />beaches along the Atlantic Ocean and the near shore reefs <br />associated with Indian River County; and <br />WHEREAS, offshore oil development near Florida's coast <br />could place the state's and Indian River County's sensitive <br />marine environment and economy at risk; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that Indian River <br />County urges the Secretary of the United States Department of the <br />Interior to remove all waters off the Florida Keys and Everglades <br />coast (east of 820W longitude and south of 25°N latitude and <br />Straits of Florida Planning Area) from the 5 -year (1987-1991) OCS <br />oil and gas leasing program and include a 30 -mile 5 -year coastal <br />buffer around the State of Florida in order to protect Florida's <br />coastal resources and those associated with Indian River County. <br />THIS RESOLUTION, was moved for adoption by Commissioner <br />Bowman, seconded by Commissioner Eggert and adopted on the 9th <br />day of June, 1987, by the following vote: <br />Commissioner Don C. Scurlock, Jr. Aye <br />Commissioner Margaret C. Bowman Aye <br />Commissioner Richard N. Bird Aye <br />Commissioner Carolyn K. Eggert Aye <br />Commissioner Gary C.
