RESOLUTION 87-63_ <br />AGREEMENT TO ESTABLISH <br />TRI -COUNTY COUNCIL OF LOCAL GOVERNMENTS <br />A JOINT RESOLUTION BY AND BETWEEN THE CITY OF <br />FORT PIERCE, THE CITY OF PORT ST. LUCIE, THE <br />CITY OF STUART, THE CIT% OF VERO BEACH, <br />FLORIDA MUNICIPAL CORPORATIONS; INDIAN RIVER <br />COUNTY, MARTIN COUNTY, AND ST. LUCIE COUNTY, <br />SUBDIVISIONS OF THE STATE OF FLORIDA; FOR THE <br />ENACTMENT AND ESTABLISHMENT OF A COUNCIL OF <br />GOVERNMENTS; PROVIDING FOR THE MEMBERSHIP, <br />POWERS AND ADMINISTRATION OF SUCH COUNCIL; <br />PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the residents of the area surrounding and proximate <br />to the Tri--ure Coast, in the State of Florida are served by <br />seven separate govenmental entities: the municipalities of Fort <br />Pierce, Port St. Lucie, Stuart, and Vero Beach; and the Counties <br />of Indian River, Martin, and St. Lucie, (hereinafter referred to <br />as "the Governments"); and <br />WHEREAS,- the governments have many interrelating problems <br />and needs which would best be resolved on a cooperative community <br />basis, rather than separate action; thus reducing duplication of <br />costs and services; and <br />WHEREAS, Chapter 69-69 of the Laws of the State of Florida <br />provides for the creation of voluntary councils of local county <br />and municipal public officials for the cooperative resolution of <br />area and community problems; <br />NOW, THEREFORE, BE IT RESOLVED BY THE THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA; THE BOARD OF <br />COUNTY COMMISSIONERS OF MARTIN COUNTY, FLORIDA; THE BOARD OF <br />COUNTY COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA; THE CITY <br />COMMISSION OF FORT PIERCE, FLORIDA; THE CITY COUNCIL OF PORT ST. <br />LUCIE, FLORIDA; THE CITY COMMISSION OF STUART, FLORIDA; AND THE <br />CITY COUNCIL OF VFRO BEACH, FLORIDA, THAT: <br />SECTION 1. ESTABLISHMENT <br />The Governments hereby establish and agree to a Council of <br />their respective governments in accordance with Chapter 69-69 of <br />the Laws of the State of Florida and the terms of this Joint <br />Resolution. <br />-1- <br />
