RESOLUTION NO. 87-67 <br />4 A RESOLUTION OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA EXPRESSING OPPOSITION TO AN <br />INCREASE IN FEDERAL MOTOR FUEL TAXES <br />• FOR DEFICIT REDUCTION PURPOSES. <br />WHEREAS, the Congress of the United States is proposing to <br />increase motor fuel taxes for the purpose of reducing the federal <br />deficit; and <br />WHEREAS, motor fuel taxes are, in fact, user fees which <br />should be dedicated to the maintenance and expansion of the <br />public infrastructure from the use of which such revenues are <br />derived; and <br />WHEREAS, the rebuilding of public infrastructure is of <br />paramount importance to continued economic and social <br />development; and <br />WHEREAS, Florida's high growth rate will require the state <br />and local governments to use additional motor fuel tax revenue to <br />fund $52 billion of infrastructure projects during the next ten <br />years; and <br />WHEREAS, additional federal motor fuel taxes would <br />effectively preempt a desperately needed source of revenue for <br />infrastructure within Florida; and <br />WHEREAS, tourism, the largest industry in Florida, would be <br />severely and unfairly impacted by additional federal motor fuel <br />taxes; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the Congress <br />of the United States develop alternative policies to reduce the <br />federal deficit in lieu of an increase in the federal tax on <br />motor fuels. <br />The foregoing resolution was offered by Commissioner Wheeler <br />who moved its adoption. The motion was seconded by Commissioner <br />Bird and, upon being put to a vote, the vote was as follows: <br />Chairman Don C. Scurlock, Jr. Aye <br />Vice -Chairman Margaret C. Bowman Aye <br />Commissioner Carolyn K. Eggert Aye <br />Commissioner Richard N. Bird Aye <br />Commissioner Gary C.
