Keating, AICPA <br />Community Development Director <br />DATE: December 4, 1995 <br />SUBJECT: REQUEST TO INITIATE A PUBLIC TRANSPORTATION JOINT <br />PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF <br />TRANSPORTATION <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of December 12, 1995. 1 <br />DESCRIPTION & CONDITIONS <br />At the September 19, 1995 Board of County Commissioners meeting, <br />the Board approved the submittal of an applicatioD for Federal <br />Transit Administration Section 9 Grant funds. The County will pass <br />through the grant funds to the Indian River County Council on <br />Aging, Inc. for continuation and expansion of public transportation <br />services. As approved by the Board of County Commissioners, the <br />grant application proposes matching funds for the Section 9 grant <br />from Indian River County, the City of Vero Beach, and a State <br />Public Transit Block Grant. <br />Enacted by the Florida Legislature to provide a state -based source <br />of funding for public transit, state Public Transit Block Grant <br />funds are awarded to those public transit providers eligible to <br />receive funding from the Federal Transit Administration's Section <br />9 and 18 programs and to Community Transportation Coordinators. <br />The Indian River County MPO has included the proposed Public <br />Transit Block Grant funding in its Fiscal Year 1995/96 - 1999/00 <br />Transportation Improvement Program (TIP) under its Public <br />Transportation Development projects. The total amount of Indian <br />River County's Public Transit Block Grant is approximately <br />$111,000. The entire grant amount will be used to provide a <br />portion of the required match for FTA Section 9 operating and <br />capital expenditures. <br />According to state regulations, the block grant funds may be used <br />for eligible capital and operating costs of public transit <br />providers. Projects are to be consistent with applicable approved <br />local government comprehensive plans. For capital projects, State <br />participation is limited to 50% of the nonfederal share. For <br />support of transit operations, state participation may not exceed <br />the lesser of 50% of the total eligible operating costs of the <br />public transit services, or the total revenue (excluding federal <br />funds and farebox and advertising revenues) received by the transit <br />provider for operating expenses. Local tax revenues made available <br />for operating costs shall not be supplanted by block grant funds. <br />DECEMBER 12, 1995 15 Bm 96 PAu 756 <br />
