Exhibits M1 through N7, which are furnished separately from <br />this report, show the North County Subregional Sewer Project <br />Service Area for the project, as well as the property parcel <br />number locations. A separate comprehensive "Project <br />Assessment Roll Report" with plan Exhibits has been prepared <br />for this project• by our office. The Assessment Report and <br />Exhibits show parcel locations, name and address of parcel <br />owner, legal descriptions of the parcel and ERUs committed to <br />the project based on Letters of. Intent received by Indian <br />River County from each parcel owner. <br />As can be seen by the Exhibits, many of the parcel <br />numbers are scattered with a good deal of area between them. <br />This situation generally results in a very inefficient and <br />costly sewer system design. It should be understood that the <br />most cost-effective sewer design results from serving the <br />maximum number of possible sewer connections with the least <br />length of sewer construction. <br />A major objective of this sewer feasibility study and <br />report is to design a conceptual arterial sewer system which <br />will form the core of a permanent utility system as opposed <br />to some interim system. The County wishes that any cost of <br />capital construction will represent a true investment in its <br />overall utility program. Therefore, the conceptual <br />engineering design will provide a core system which can be <br />-10- <br />
