The selection <br />as follows: <br />(1) <br />(2) <br />(3) <br />committee reviewed the proposals and ranked the f irms <br />Hydrologic Florida, Inc. <br />Southern States Utilities <br />Avatar Utility Services. <br />On November 1, 1995, the Board of County Commissioners authorized <br />the Department of Utility Services to begin negotiations with the <br />first ranked firm Hydrologic Florida, Inc. and to proceed with <br />negotiations with subsequently ranked firms should the negotiations <br />with the first ranked firm fail (Copy Attached). <br />ANALYSIS <br />The staff of the Department of Utility Services has met with <br />Hydrologic Florida, Inc. and has negotiated the attached proposed <br />Agreement for Contract Operation, Maintenance and Management <br />Services for Indian River County Wastewater Facilities (Laurelwood, <br />Vista Gardens, Vista Royale) with Hydrologic Florida, <br />Inc.(Agreement). The Agreement and proposed Scope of Services <br />(Exhibit B of Agreement) was developed to assure operation and <br />maintenance of the facilities will be at/or above current standards <br />and protection for the County in the event of failure to perform by <br />Hydrologic Florida, Inc.. <br />A Performance Bond in the amount of $150,000.00 (projected first <br />year contractual costs) securing performance under the Agreement is <br />required prior to commencing operations. <br />The proposed Agreement is for an initial term of two years, with <br />the option for an extension of an additional two years upon <br />agreement by both parties. The County or Hydrologic shall have the <br />right to terminate the Agreement with ninety (90) days written <br />notice (with or without cause) and in the event of a breach of the <br />Agreement, the non -breaching party may terminate the Agreement <br />after thirty'(30) days notice of the breach and an opportunity to <br />correct. <br />The proposed fee schedule (Sect. V, 5.1, page 10) for the two (2) <br />year Agreement would be as follows: <br />1/1/96 to 12/31/96 $149,940.00 <br />1/1/97 to 12/31/97 $155,184.00 (3.5% increase) <br />1/1/98 to 12/31/98 $160,620.00 (3.5% increase if <br />contract extended beyond 2 yrs.) <br />The proposed fee schedule for performing the required services for <br />the first year under the Agreement will be $149,940.00. The <br />1994/95 annual cost for operations was $180,851.17. Based upon <br />increased chemical costs and labor costs the projected 1995/96 <br />cost for operations will be $189,697.00. The projected reduction <br />in costs would be as follows: <br />Projected 95/96 Operation and <br />Maintenance Costs $189,697.00 <br />Projected Contractual Agreement Costs 149,940.00 <br />Projected Cost Savings $ 39,757.00 <br />Projected % Cost Savings <br />20.95% <br />If approved, the proposed start date of the Agreement would be <br />January 1, 1996. As previously reported in the November 1, 1995, <br />Board of County Commissioners,' meeting, if the Agreement is <br />approved two wastewater operator positions will be eliminated. <br />W <br />December 19, 1995 <br />
