He felt these absences should raise a red <br />flag and doubts about contracting with Hydrologic. <br />In response to Commissioner Adams' inquiry on how that <br />contract came about, Administrator Chandler advised that the <br />Sebastian Highlands contract was an interim contract done <br />administratively until the facility could be brought into the <br />County's system. <br />Director Pinto stated that the contract was done.by purchase <br />order in an effort to reduce expenses. <br />MOTION WAS MADE by Commissioner Adams, SECONDED BY <br />Commissioner Eggert, to deny approval of the <br />agreement and request that staff look to supervisory <br />management for cost reductions. <br />Commissioner Bird wanted the representative of Hydrologic to <br />address the previous remarks. <br />Chairman Macht was very concerned about the discrepancies in <br />the log and felt that falsification of log records ought to be <br />grounds for immediate dismissal and setting the contract aside. <br />Les Kemp, representing Hydrologic, defended the maintenance of <br />the three facilities maintained by Hydrologic because their <br />contracts at Snug Harbor and Marsh Island were for operations only <br />and did not require maintenance. He felt that the company's <br />reputation had taken a beating today, but suggested that they check <br />with St. Lucie County's Administrator or Utility Director as to <br />their satisfaction with the quality of service provided by <br />Hydrologic. <br />Commissioner Bird planned to vote against the. motion. He <br />would vote in favor of the agreement, provided the contract is <br />delayed to February or March 1st and Hydrologic hired the two <br />employees, at least on a probationary basis. <br />Mr. Kemp indicated that both requirements could be added to <br />the proposed contract. <br />Chairman Macht emphasized that the savings did not justify the <br />risk. He was very concerned with the exterior maintenance as well <br />as the inaccuracies in the logs. <br />Commissioner Bird pointed out that Hydrologic would do the <br />maintenance under this contract. <br />Director Pinto interjected that the savings presented in the <br />memorandum would be realized.
