He believed the County should put in the <br />line (tax free bond) and let people pay when they hook up. He is <br />willing to pay $1,000-$1,200, but not $6,000. <br />Leon Turnage of 4506 45th Street, owner of AAA Salvage, spoke <br />against the project and felt that a $6,000 assessment is <br />outrageous. He thought County taxpayers should pay for it. <br />Richard Posnack owns property next to Mr. Sullivan and west of <br />Mr. Stark. He was against the project at this time. His <br />assessment would be $7,000. <br />Linette Brown of Cavalier Estates spoke in favor of the <br />project because she wanted good water for herself and her child. <br />Leon Poster, who owns a house and lots in Cavalier Estates, <br />spoke against the proposed assessment for water. He felt it was <br />not right to force it on people. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. <br />Commissioner Bird asked if there was any way to provide water <br />for just those who want it and if there was any chance for grant <br />money such as that received by Wabasso. <br />Director Keating explained that grant money, if all criteria <br />could be met, would be at least 3-4 years in the future and would <br />only cover internal water lines, not the water lines on 45th Street <br />to get the water out there. <br />In response to Commissioner Adams, Mr. Chastain confirmed that <br />an informational meeting had been held concerning this water <br />service and 9 property owners had attended. All were residents, he <br />believed, except Mr. Esposito. All property owners had been <br />notified of the meeting. <br />Commissioner Adams was concerned for people who had double <br />frontage and, therefore, double assessments, and Commissioner <br />Eggert asked about the 49th Street assessment. <br />Utility Services Director Terry Pinto assured the Board that <br />owners were not being assessed two times for the same property. If <br />they already had been assessed on the 49th Street side, it was only <br />for a portion of the property; and the 45th Street assessment would <br />be for the other portion. If, by chance, something had slipped <br />through, it definitely would be corrected. <br />Director Pinto understood the salvage yard owners did not want <br />to be assessed, but pointed out that those properties were sites of <br />potential contamination of wells. <br />46 <br />December 19, 1995 <br />
