BOOK 96 P, u 834 <br />ATTACHMENT B <br />800 MHz INFORMATION/DEFINITIONS <br />1. 10/2 SYSTEM <br />Signifies the original system design of 10 channels trunked <br />and simulcast in the eastern portion of the county and 2 <br />channels conventional/non-trunked in the western portion of <br />the county. <br />2. MUTUAL AID <br />Since the original system design in 1993, the Florida Division <br />of Communications has modified the design requirements for <br />mutual aid channels. Failure .to comply with new design <br />criteria will result in the loss'of the FCC licenses due to <br />non-compliance with known standards. <br />3. ADDITIONAL CONSOLE <br />Staff was directed by the BCC to add three (3) additional <br />consoles to the original system design pricing --two (2) for <br />the City of Vero Beach and one (1) for the City of Sebastian. <br />The municipalities recognize that they are responsible for <br />costs related to the connection and installation into the <br />County's Console Switch. <br />4. DIGITAL FEATURES <br />Certain agencies presently have encryption features within <br />their existing communication systems. Law enforcement <br />agencies utilize these features for drug enforcement and <br />investigations. Other agencies needing this everyday <br />capability include Emergency Medical Services for the purpose <br />of maintaining patient confidentiality when communicating with <br />the hospitals, Fire Services for the purpose of fire <br />investigations, bomb threats; and hazardous materials <br />communications. The installation of digital features during <br />the design phase is much cheaper than redesigning the system <br />for these features at a later time. <br />5. TELEPHONE PATCH <br />The 1993 -"system design was predicated on enhancing <br />communications to the public safety agencies, whose existing <br />communications systems did not provide for a telephone <br />interconnect. The recommended system merges the needs of the <br />public safety agencies with other general service agencies who <br />use the telephone interconnect for daily services. Without a <br />telephone patch, the proposed system would reduce available <br />features and would require another means for authorized phone <br />patch users. <br />6. UNINTERRUPTED POWER SUPPLY (UPS) <br />The original system design provided a minimal UPS system for <br />on-site computer memory retention only. The recommended <br />system ensures a continuous, and transparent operation to the <br />user, radio service when electrical outages occur, such as <br />lightning strikes and "brown -outs". It allows the emergency <br />generator to start and safely transfer the load. from <br />commercial power to emergency power and then back to <br />commercial power when available. <br />7. WEST TOWER SITE <br />The original design only included two towers east of I-95 with <br />an existing tower being -utilized for coverage in the western <br />Part of the County. The propogation study concuded a third <br />tower would be needed in the West County as existing towers <br />were in the wrong locations to achieve the level of coverage <br />necessary for the Turnpike and Fellsmere area. <br />8. 15/5 SYSTEM <br />Signifies the Ericsson system design that utilizes 15 channels <br />and simulcast in the eastern portion of the county and 5 <br />channels trunked multi-sited/seamless in the western portion <br />of the county. <br />9. INCREASE To A 15 CHANNEL SYSTEM, <br />In March of 1993 the user survey performed by -Pallans <br />Associates dictated a system design of 10 -Channels for the <br />East end of the county. The latest survey, November 1995, <br />indicated .an increase to 1,565 users. A 10 -Channel system <br />would be insufficient to handle the increase (572 units). The <br />total frequency allocation available to Indian River County is <br />20 channels (10 existing and 10 pooled (NPSPAC]). Of these 20 <br />channels, 15 have been designed to operate on the East coast <br />in a simulcast mode; the remaining 5 channels will be trunked <br />seamlessly in the western portion of the county. <br />64 <br />December 19, 1995 <br />
