THE CHAIRMAN CALLED THE QUESTION and the motion <br />carried 4-1 with Commissioner Tippin opposed. <br />Chairman Macht congratulated and thanked staff for paring the <br />costs and their hard negotiations with Ericsson. <br />CONTRACT HAS BEEN PLACED ON FILE IN THE OFFICE <br />OF THE CLERK TO THE BOARD <br />COMMUNICATIONS TOWER LEASE AGREEMENTS WITH TALCOM <br />The Board reviewed a Memorandum of December 13, 1995: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: December 13, 1995 <br />SUBJECT: Communications Tower Lease Agreements with TALCOM, INC., <br />a Subsidiary of AT & T Wireless Services <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the meeting scheduled for December 19, 1995. <br />DESCRIPTION AND CONDITIONS: <br />Indian River County and TALCUM, INC., a subsidiary of AT & T <br />Wireless Services, have been negotiating a mutually cooperative <br />Lease Agreement which, if approved, will provide two communications <br />towers for the 800 MHz Communications System. <br />In synopsis form, the Lease Agreement provides the following: <br />♦ TALCOM, INC., will construct the two self supporting <br />communications towers east of I-95 at a cost estimated to be <br />$705,000 on County leased or owned property. Included in this <br />expense are the tower structures, equipment buildings, <br />emergency generators, fencing, site plan preparation, <br />engineering, site work, and installation. <br />♦ The County's expense related to the construction of the two <br />towers is $30,000 per site or a total of $60,000 for both <br />sites. Funds for this expense are included in the 800 MHz <br />Communications System request for funding. <br />♦ TALCOM, INC., will receive use of the property to operate <br />cellular communications equipment without charge for an <br />initial five (5) year term with renewals continuing for <br />additional five (5) year terms, unless notice is given by the <br />County to terminate the Agreement. <br />67 Boa 96 PA��( 8.� <br />December 19, 1995 <br />
