Scurlock, Jr. <br />Chairman <br />Indian River Board of County Commissioners <br />1840 25th Street <br />Vero Beach, Florida 32960 <br />Re: Bent Pine Utility Sewer System <br />(Gifford Wastewater Improvements) <br />Dear Mr. Scurlock: <br />33407 <br />This letter amends the previously issued "Letter of Conditions" dated <br />July 2, 1985 and "Amended Letter of Conditions" dated November 4, 1985, <br />as follows: <br />1. The loan amount is to be increased to $9,650,000 from <br />$9,200,000. <br />2. The number of sewer users required will increase from <br />3518 to 3666. <br />3. Annual audits will be prepared in accordance with OMB <br />Circular A-128, in lieu of FmHA booklet "FMHA Instructions <br />to Independent Certified Public Accountants and Licensed <br />Public Accounts." <br />4. Fidelity bond coverage will be required in an amount at <br />least equal to the maximum amount of money that the County <br />will have on hand at any one time, exclusive of loan funds <br />deposited in a supervised bank account. This provision is <br />directed only to the combined Water and Sewer System. <br />5. Under section 504 of the Rehabilitation Act of 1973, as <br />amended (29 U.S.C. 794), no handicapped individual in the <br />United States shall, solely by reason of their handicap, <br />be excluded from participation in, be denied the benefits <br />of, or be subjected to discrimination under any program or <br />activity receiving FmHA financial assistance. <br />r—u Farmers Home Administration is an Equal Opportunity lender. <br />r nn n n Complaints of discrimination should be sent <br />Secretary of Agnculare.
