n <br />disposal of solid wastes generated within the County (the "County Solid <br />Waste Disposal System"); and <br />WHEREAS, The County presently owns and operates the County Solid <br />Waste Disposal System; and <br />WHEREAS, To provide an efficient and equitable means of funding <br />the costs of disposal of solid waste generated within the County, the <br />Board of County Commissioners, by enactment of Ordinance No. 87-67 in <br />accordance with law on December 22, 1987 (the "Ordinance"), created a <br />dependent special district known as the "Indian River County, Florida <br />Solid Waste Disposal District" (the "District"); and <br />WHEREAS, The County desires that the County Solid Waste <br />Disposal System be leased to the District for operation and use; and <br />WHEREAS, The District proposes to issue a series of bonds to be <br />known as Indian River County, Florida Solid Waste Disposal District, Solid <br />Waste Disposal System Revenue Bonds, Series 1988, in the aggregate <br />principal amount of $8,240,000 and to be dated as of June 1, 1988 (the <br />"1988 District Bonds"), with the proceeds to be used to acquire and <br />construct additions and improvements to the County Solid Waste Disposal <br />System, to acquire additional land, improvements and equipment in <br />connection therewith and to close the existing landfill, and such 1988 <br />District Bonds are to be secured by the revenues to be derived by the <br />District from operation of the County Solid Waste Disposal System, as <br />added to and improved; and <br />WHEREAS, Section 15 I of the 1977 Bond Resolution provides, <br />inter alia, that the County shall not sell, lease or otherwise dispose of <br />- 2 - <br />
