RESOLUTION NO. 88-57 <br />A RESOLUTION OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY DECLARING <br />THAT THE DEALING OF CRACK COCAINE IN THE OSLO <br />ROAD VICINITY BETWEEN WEST OF THE NORTH/SOUTH <br />CANAL AND 11TH COURT CONSTITUTES AN EMERGENCY <br />HAZARD TO PUBLIC HEALTH AND SAFETY <br />WHEREAS, Indian River County Code of Laws and Ordinances, Section <br />4-16 thru 4-24 provides the authority to declare unsafe buildings a nuisance; <br />and <br />WHEREAS, those unsafe buildings constitute a hazard to the safety or <br />health of the public by reason of inadequate maintenance, dilapidation, <br />obsolescence or abandonment; and <br />WHEREAS such buildings are declared illegal and said nuisance must <br />be abated by improvements or demolition; and <br />WHEREAS such abandoned and dilapidated buildings are being utilized <br />in the illegal dealing of crack cocaine according to reports from the Indian <br />River County Sheriff's Department; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the dealing of <br />crack cocaine in the area between west of the north/south canal and 11th <br />Court along Oslo Road constitutes a health and safety emergency to the public <br />and in view of this health and safety emergency the Building Official is <br />directed to proceed on an emergency basis in nuisance abatement pursuant to <br />Ordinance Sections 4-16 thru 4-24. <br />This Resolution was moved for adoption by Commissioner <br />Eggert and the motion was seconded by Commissioner <br />Bird and, upon being put to a vote, the vote was as <br />follows: <br />Chairman Don C.
