Page 3 of 5 <br />questions will be addressed from end of business, May 16, 2022. <br />• The Notice to Proceed tentative issuance is July, 2022. <br />• Governing Standards and Specification for this project will be FDOT FY 2020-21, FDOT <br />Standard Plans for Road Construction and FDOT Standard Specifications for Road and <br />Bridge Construction (January 2020 Edition) in addition to the Indian River County Traffic <br />Signal Specifications. <br />• All testing will be performed per FDOT specifications, this will include asphalt and concrete. <br />o Contractor to provide quality testing <br />o County to provide material verification testing per FDOT specifications <br />• Contractor shall submit material and storage staging area for approval. <br />• All areas disturbed by the Contractor will need to be restored to original conditions or <br />better. <br />• Contractor shall submit a "Hurricane Preparedness" plan prior to Notice to Proceed. <br />• IRC work hours are Monday to Friday from 7:00 AM to 5:00 PM <br />• Maintenance of Traffic: <br />o Contractor shall submit a Maintenance of Traffic Plan to the Indian River County, <br />Engineering Division for approval <br />o The Maintenance of Traffic Plan shall meet the requirements set forth in the <br />MUTCD & FDOT Index 600, FY2020-2021 Edition and shall be signed and sealed by <br />a Florida PE. <br />0 1 lane of traffic in each direction on Indian River Boulevard shall be maintained at <br />all times. <br />o Access for school, businesses and residences, school buses, sanitation & US Postal <br />Service and emergency vehicles must be maintained at all times. <br />o Temporary Lane Closures require notice to the IRC traffic department 72 hours in <br />advance and can be conducted between 9 AM and 4 PM. <br />o Detour routes must be developed and signed by a Professional Engineer and <br />approved by the County. Detour routes must be submitted 14 days in advance. <br />• There will be an Addendum that will include the Meeting Minutes. <br />o Contractor must acknowledge addendum in bid package (Bid Form Section 00310) <br />• Refer to Appendix C of Special Provisions for Traffic Engineering Special Conditions for <br />ROW Construction. <br />DISCUSSION <br />• James Ennis (Indian River County Engineering) stated the County generally follows the <br />FDOT specifications <br />• James Ennis stated that the County does not allow for pay adjustments for asphalt based <br />on composite pay factor or fuel & bituminous material factors. Additionally, the County <br />does not allow for spread rate adjustments over the indicated plan thickness unless <br />approved prior to asphalt placement. <br />• Indian River Boulevard is an Emergency Evacuation Route and must be clear of all <br />construction activities 24 hours in advance of hurricane landfall. <br />• Richard Reichenbach (Indian River County Engineering) stated the County's work hours can <br />be outside of normal working hours with prior County approval and the overtime for the <br />County's inspector will be payable by Contractor. <br />• James Ennis stated there is a separate project to re -align the intersection of 37th Street <br />\\fileserver2.admin.com\public\Public Works\ENGINEERING DIVISION PROJECTS\1707 Indian River Blvd Merrill Barber Bridge to <br />53rd St Resurfacing (SCOP)\1-Admin\Meetings\PreBid\IRC-1707_PREBID_MIN_20220505.docx <br />
