ARTICLE 2 <br />INTENT AND PURPOSE <br />2.1 It is the intent and purpose of the parties hereto to set forth herein the basic <br />agreement covering rates of pay, hours of work, and conditions of employment; <br />to achieve and maintain harmonious relations between the County and the <br />union; to ensure the continuous, uninterrupted and efficient operation of all <br />departments; and to provide for the prompt and amicable adjustment of <br />differences which may arise. <br />
