Definitions <br />1. Alcohol means ethyl alcohol (ethanol) and includes a distilled spirit, wine, a malt <br />beverage or an intoxicating liquor. For purposes of this policy, alcohol is considered to be a drug. <br />Thus, any reference to drugs and/or drug testing includes alcohol and/or alcohol testing. <br />2. Drugs means alcohol, an amphetamine, a cannabinoid, cocaine, phencyclidine (PCP), a <br />hallucinogen, methaqualone, an opiate, a barbiturate, a benzodiazepine, a synthetic narcotic, a <br />designer drug, or a metabolite of any of the substances listed in this policy. An employer may test <br />an individual for any or all of such drugs. <br />3. Job Applicant means a person who has applied for a special -risk or safety -sensitive <br />position with the County. <br />4. Employee means an individual who works for the County on a full-time or part-time <br />basis and receives salary, wages, or compensation. <br />5. Drug Test. <br />a. "Drug test" means any chemical, biological, or physical instrumental analysis <br />administered, by a laboratory certified by the United States Department of Health and Human <br />Services (HHS) or licensed by the Agency for Health Care Administration (ANCA), for the purpose <br />of determining the presence or absence of a drug or its metabolites. <br />b. Drug testing may require the collection of blood, urine, breath, or saliva of an <br />employee or job applicant. The County has the right to use more accurate, scientifically accepted <br />methods which may be approved in the future by the FDA or AHCA as such technology becomes <br />available in a cost-effective method. <br />c. "Initial drug test" means a sensitive, rapid, and reliable procedure to identify <br />negative and presumptive positive specimens, using an immunoassay procedure or an equivalent, <br />or a more accurate scientifically accepted method approved by the FDA or AHCA as such more <br />accurate technology becomes available in a cost-effective form. <br />d. "Chain of custody" refers to the methodology of tracking specified materials or <br />substances for the purpose of maintaining control and accountability from initial collection to <br />final disposition for all such materials or substances and providing accountability at each stage in <br />handling, testing, and storing specimens and reporting test results. <br />e. "Confirmation test" means a second analytical procedure used to identify the <br />presence of a specific drug or metabolite in a specimen, which test must be different in scientific <br />principle from that of the initial test procedure and must be capable of providing requisite <br />specificity, sensitivity, and quantitative accuracy. <br />6. Positive Confirmed Test or Confirmation Test means a second analytical procedure <br />which confirms a positive result from an initial drug test in accordance with the Florida Drug -Free <br />Workplace. <br />
