i3, x 9 7 PALE 09 <br />G. ESSX Telephone Service Agreements <br />The Board reviewed the following memo dated 12/14/95: <br />TO: HONORABLE BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: H.T. "SONNY" DEAN, DIRECTO <br />DEPARTMENT OF GENERAL SERVI S <br />SUBJECT: ESSX TELEPHONE SERVICE <br />BACKGROUND: <br />DECEMBER 14, 1995 <br />Approximately five years ago, the County entered into an agreement with Bell South to furnish ESSX <br />telephone service to our various locations. This service is similar to the PBX system within the <br />Administration Building except the switching equipment is located in the telephone company's central <br />office and is maintained by them. We pay a reduced special rate for each station loop (extension). <br />There are two contracts which cover the above described system One is for the basic service and <br />the other covers the Special Assembly Service for each station loop. These two contracts for services <br />have expired and require renewal. <br />ANALYSIS: <br />Our new contract will indicate a slight decrease in price for basic service since our system has been <br />up -graded to Medium size due to the increase in station loops (extensions) over the past five years. <br />The length of these two proposed contracts is five years. <br />RECOMMENDATION: <br />Staff recommends Board approval and authorization for the Chairman to execute the agreements. <br />Commissioner Eggert commented that while she was recuperating <br />from knee surgery, she met with frustration in trying to call in <br />to the County Administration Building lines, especially in the <br />afternoon. She asked if anything could be done to improve that <br />situation. Commissioner Eggert also commented that she could not <br />get through at all at times to the Community Development <br />Department. <br />Commissioner Bird echoed that concern and asked if it was <br />possible for staff to forward their voice mail calls over to a warm <br />body. <br />Chairman Adams stated that she also had trouble getting <br />through to Community Development, but noted that they have been <br />very quick to get back to her after she left a message. <br />Commissioner Tippin felt the perception is there with the <br />public that they cannot get through to talk to a warm body. <br />General Services Director Sonny Dean was requested to look <br />into the difficulty of calling in. <br />10 <br />JANUARY 2 1996 <br />
