A TRUE COPY <br />CERTIFICATION ON LAST PAGE <br />D. TRAINING I.R, SMITH, CLERK <br />EMPG Training funds may be used for a range of emergency management -related training activities to <br />enhance the capabilities of local emergency management personnel through the establishment, support, <br />conduct, and attendance of training. Training activities should align to a current IPP developed through an <br />annual Integrated Preparedness Program Workshop (IPPW). Training should foster the development of a <br />community -oriented approach to emergency management that emphasizes engagement at the <br />community level, strengthens best practices, and provides a path toward building sustainable resilience. <br />All EMPG-funded personnel are expected to be trained emergency managers. In addition to training <br />activities aligned to and addressed in the IPP, all EMPG -funded personnel (including full- and part-time <br />state, local, tribal, and territorial (SLTT) recipients and Sub -Recipients) shall complete the following <br />training requirements and record proof of completion: <br />(1) NIMS Training, Independent Study (IS) -100 (any version), IS -200 (any version), IS -700 (any <br />version), and IS -800 (any version) AND; <br />(2) Professional Development Series (PDS) OR the Emergency Management Professionals <br />Program (EMPP) Basic Academy listed in the chart below. <br />Professional Development <br />Series or Basic Academy <br />PDS <br />Basic Academy <br />Professional Development Series <br />Basic Academy Pre -requisites and <br />Courses <br />IS -120.a An Introduction to Exercises <br />IS -100 (any version) Introduction to the <br />Incident Command System <br />IS -230.d Fundamentals of Emergency,.- <br />IS -700 (any version) National Incident <br />Management <br />_ <br />Management System (NIMS)-An <br />�ws <br />_. � <br />Introduction <br />IS -235.b Emergency Planning 9 Y 9 <br />IS -800 (any version) National Response <br />OR <br />Framework, An Introduction <br />IS -240.b Leadership and Influence <br />IS -230.d Fundamentals of Emergency <br />= <br />Management <br />IS -241.b Decision Making and <br />E/L101 Foundations of Emergency <br />Problem Solving <br />Management <br />IS -242.b Effective Communication <br />E/L102 Science of Disasters <br />E/L103 Planning Emergency Operations <br />IS -244.b Developing and Managing <br />L-146 HEEP <br />Volunteers <br />E/1_105 Public Information & Warning <br />Additional types of training or training related activities include, but are not limited to, the following: <br />• Developing/enhancing systems to monitor training programs <br />• Conducting all hazards emergency management training <br />• Attending Emergency Management Institute (EMI) training or delivering EMI train -the -trainer <br />courses <br />• Attending other FEMA -approved emergency management training <br />• State -approved, locally sponsored CERT training <br />• Mass evacuation training at local, state, and tribal levels <br />For training, the number of participants must be a minimum of 15 in order to justify the cost of holding a <br />course. For questions regarding adequate number of participants, please contact the Division State <br />Training Officer for course specific guidance. Unless the recipient receives advance written approval from <br />the State Training Officer for the number of participants, then the Division must reduce the amount <br />authorized for reimbursement on a pro -rata basis for any training with less than 15 participants. <br />When conducting an exercise that shall include meals for the attendees, the recipient shall submit a <br />request for approval to the Division no later than 25 days prior to the event to allow for both the Division <br />39 <br />
