SMITH, CLERK <br />Exercise Costs Supporting Documentation <br />• Copies of contracts, MOUs or agreements with consultants or sub -contractors providing services. <br />• Copies of invoices, receipts and cancelled checks, credit card statements and bank statements <br />for proof of payment; <br />• Copies of Exercise Plan (EXPLAIN), After -Action Report/Improvement Plan (AAR/IP) and sign in <br />sheets for conducted exercises (if using prepopulated sign in sheets they must be certified by the <br />Emergency Management Director or Lead Exercise Planner verifying attendance). <br />F. MANAGEMENT AND ADMINSTRATIVE (M&A) <br />M&A activities are those defined as directly relating to the management and administration of EMPG <br />Program funds, such as financial management and monitoring. It should be noted that salaries of state <br />and local emergency managers are not typically categorized as M&A, unless the state or local EMA <br />chooses to assign personnel to specific M&A activities. <br />Management and Administrative Costs Supporting Documentation <br />• Copies of certified timesheets with employee and supervisor signature documenting hours <br />worked or Division Form 6 - Time and Effort and proof employee was paid (paystubs, earning <br />statements, and payroll expenditure reports); <br />• Costs for M&A activities are allowed up to 5% of the total award amount. <br />II. OTHER CRITICAL INFORMATION <br />A. INDIRECT COSTS <br />Indirect cost is allowable under this program as described in 2 C.F.R. Part 200, including 2 C.F.R. § <br />200.414. Sub -Recipients with a negotiated cost rate agreement that desire to charge indirect costs to an <br />award must provide a fully executed copy of their negotiated indirect cost rate agreement at the time of <br />application. Sub -Recipients that are not required by 2 C.F.R. Part 200 to have a negotiated indirect cost <br />rate agreement but are required by 2 C.F.R. Part 200 to develop an indirect cost rate proposal must <br />provide a copy of their proposal at time of application. Post -award requests to charge indirect cost will be <br />considered on case-by-case basis and based upon the submission of an agreement or proposal. <br />B. ENVIRONMENTAL PLANNING AND HISTORIC PRESRVATION (EHP) COMPLIANCE <br />As a federal agency, FEMA is required to consider the effects of its actions on the environment and/or <br />historic properties to ensure that all activities and programs funded by the agency, including grants - <br />funded projects, comply with federal EHP regulations, laws and Executive Orders as applicable. Sub - <br />Recipient's proposing projects that have the potential to impact the environment including but not limited <br />to construction of communication towers modification or renovation of existing buildings structures and <br />facilities, or new construction including replacement of facilities must participate in the FEMA EHP review <br />Process. The EHP review process involves the submission of a detailed project description that explains <br />the goals and objectives of the proposed project along with supporting documentation so that FEMA may <br />determine whether the proposed project has the potential to impact environmental resources and/or <br />historic properties. In some cases, FEMA also is required to consult with other regulatory agencies and <br />the public in order to complete the review process. The EHP review process must be completed and <br />approved before funds are released to carry out the proposed project. FEMA will not fund projects that <br />are initiated without the required EHP review. <br />Additionally, all Sub -Recipients are required to comply with DHS/FEMA EHP Policy Guidance, FEMA <br />Policy #108-023-1.
