Swan <br />Supervisor of Elections <br />.Indian River County <br />May 25, 2021 <br />The Honorable Joseph Flescher, Chairman <br />Board of County Commissioners <br />Indian River County <br />1800 27th Street, Building A <br />Vero Beach, FL 32960 <br />Dear Chairman Flescher: <br />The American people's confidence in the value of their vote is reliant on their confidence in the <br />security and resilience of the infrastructure surrounding elections. The tools needed to safeguard <br />our elections, including cybersecurity defenses and the implementation of new technology, have <br />significantly added to the cost of conducting safe and secure elections. <br />Both the Florida Senate and Florida House have proposed major changes to Florida's Election Code <br />which will affect the Supervisor of Elections FY 2021— 2022 proposed budget. Vote -by -Mail (VBM) <br />drop boxes is a major focus of the new legislation. The proposed legislation requires continuous in- <br />person monitoring of all VBM drop boxes during early voting hours (excluding the Supervisor of <br />Elections' main office). The secure drop box located at the Supervisor of Elections' main office will <br />be accessible during business hours and must also be continuously monitored. If any drop box is left <br />unmonitored, the Supervisor of Elections is subject to a civil penalty of $25,000. <br />The Supervisor of Elections FY 2021 — 2022 budget includes costs associated with the decennial <br />redistricting process. The services of our mapping vendor will be required to geocode streets and <br />addresses in Indian River County and update geopolitical boundaries to determine ballots styles and <br />precinct boundary lines.
