1as <br />CONSENT AGENDA <br />Indian River County <br />Interoffice Memorandum <br />Office of Management and Budget <br />To: Members of the Board of County Commissioners <br />Date: August 4, 2022 <br />From: Kristin Daniels <br />Director, Office of Management & Budget <br />Subject: Outside Agency Funding Policy Revisions — Children's Services Agencies <br />Background <br />The Board of County Commissioners established an Outside Agency Funding Policy on February 19, <br />2002. Revisions to the policy were subsequently made on November 3, 2009, May 16, 2017, and again <br />on March 15, 2022. Periodically, the policy needs to be reviewed and updated in order to memorialize <br />any necessary changes. <br />On May 17, 2022, the Board of County Commissioners approved various changes to the Children's <br />Services Advisory Committee Ordinance including issues raised in the proposed Children's Trust special <br />dependent district ordinance, an increase in the millage cap from 0.1250 mills to 0.2500 mills, as well as <br />changes in membership and duties of the Children's Services Advisory Committee, and the various sub- <br />committees. Because the Children's Services Agencies section of the Outside Agency Funding Policy <br />references the date the original ordinance was approved, the original ordinance number, and the original <br />millage cap, revisions to the Policy must be made to reflect these changes. <br />Recommendation <br />Staff recommends that the Board of County Commissioners approve the aforementioned revisions to the <br />Outside Agency Funding Policy. <br />Attachment <br />Agenda Item from May 17, 2022 <br />Ordinance 2022-007 <br />Proposed Outside Agency Funding Policy <br />Outside Agency Funding Policy March 2022 Strikethrough Version <br />
