Activities to be performed Funds will be used to cover all eligible operating expenses such as driver <br />salaries, fuel, and items having a useful life of less than one year. The activities are necessary to maintain <br />a reliable public transportation system. <br />Expected outcomes: Funding will permit Indian River County to continue to provide safe and reliable <br />public transportation service that has been impacted by multiple waves of the COVID-19 pandemic <br />Intended beneficiaries. The Indian River County public transportation system and the riders that rely on its <br />service, will benefit from continued services, permitting workers to get to work and riders to get to <br />essential services. <br />Sub -recipient Activities: None <br />Indian River County agrees that if it receives Federal funding from the Federal_ Emergency Management <br />Agency (FEMA) or through a pass-through ertity through the Robert T. Stafford Disaster Relief and <br />Emergency Assistance Act. a different Federal agency, or insurance proceeds for any portion of a project <br />activity approved for FTA funding under this Grant Agreement, it will provide written notification to FTA. <br />and reimburse FTA for any Federal share that duplicates funding provided by FEMA, another Federal <br />agency, or an insurance company. <br />The Recipient certifies that it, and its subrecipients and contractors that are providers of public <br />transportation, have not furloughed any employees since March 27, 2020 (the enactment date of the <br />CARES Act) <br />No federa! funding has been previously received for operating assistance during the period of this project. <br />The Operational Expenses requested in this application were determined by by Indian River County in <br />coordination with its transit operator, the Senor Resource Association. Indian River County understands <br />that the expenses requested in this application are subject to review for their reasonableness as part of <br />the agency's next Triennial/State Management Review. <br />Attached is a copy of the Florida Governor's Apportionment letter dated April 23, 2021. <br />Indian River County will follow all 3rd party procurement policies as defined in C4220 1F (Third Party <br />Contractirg Guidance). <br />Indian River County will ensure contractors procured will not be on the FTA Suspension and Debarment <br />list. <br />The project in this application includes only operations, planning and/or capital projects, with no <br />substantial functional, location, or capacity change. Therefore, per ARP requirements, no Statewide <br />Transportation Improvement Program (STIP) or Transportation Improvement Plan (TIP) documentation is <br />needed. <br />Per ARP act, the project in this application is%are not required to be programmed in the Long -Range <br />Transportation Plan, Statewide Transportation Plan, or Statewide Transportation Improvement Program. <br />This project only includes operating expenses and/or capital expenses that do not include substantial <br />functional, location, or capacity changes to the asset or system, therefore no public hearing is required <br />As required, 1 % of the award has been allocated to security -related projects (see ALI 11 42 09). <br />Research and _Develogme i This award does not include research and development activities <br />Indirect Costs: This award does not include an indirect cost rate <br />145 <br />
