Brown, County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Award of RFP 2022071— Annual Maintenance of Spoonbill Marsh Created <br />Wetland System <br />BACKGROUND: <br />On behalf of the Indian River County Department of Utility Services (IRCDUS), Requests for <br />Proposals (RFPs) were solicited for annual maintenance at the Spoonbill Marsh treatment facility. <br />Work included under the solicitation includes periodic mowing, invasive species control, <br />boardwalk maintenance and repairs, and cleaning of ditches, runnels, screens and breeches. The <br />current agreement with Southern Management LLC was awarded by the Board on October 24, <br />2017, with both available extensions exercised, and a final termination of October 23, 2022. <br />1:7y1 I��iITiZ� <br />Advertising Date: July 22, 2022 <br />RFP Opening Date: August 16, 2022 <br />Solicitation Broadcast to: 950 Subscribers <br />RFP Documents Requested by: 27 Firms <br />Replies: 1 Firm (Southern Management LLC) <br />ANALYSIS: <br />A selection committee comprised of Rich Meckes, Water/Wastewater Operations Manager, Mike <br />Wyatt, Chief Operator, Jose Vega, Environmental Compliance Analyst, Eric Charest, Natural <br />Resources Manager, and Patric Carpenter, Environmental Technician independently reviewed the <br />received proposal in accordance with the RFP document and Purchasing Manual. The committee <br />then met to discuss the proposal, and agreed the sole proposer met the RFP requirements, and is <br />qualified to complete the project. Staff has been highly satisfied with the performance of Southern <br />Management LLC, and expects that level of service to continue under this agreement. <br />The term of award is proposed at three years, effective October 24, 2022, with two one-year <br />renewals available. <br />353 <br />
