CONSENT <br />INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jason Brown, County Administrator <br />THROUGH: David Johnson, Director <br />Department of Emergency Services <br />FROM: Ryan Lloyd, Emergency Management Coordinator <br />Department of Emergency Services <br />DATE: September 2, 2022 <br />SUBJECT: Approval of FY 2022/2023 and FY 2023/2024 Radiological Emergency <br />Preparedness Agreement (REP Grant) <br />We respectfully request that the information contained herein be given formal consideration by the <br />Board of County Commissioners at its regular meeting: <br />DESCRIPTION AND CONDITIONS: <br />Since 1998, Florida Power and Light (FPL) representatives, and the Indian River County (IRC) <br />Department of Emergency Services have negotiated a bi-annual Radiological Emergency <br />Preparedness Agreement (REP Grant). The Agreement is based on responsibilities as defined by <br />the United States Nuclear Regulatory Commission in Rule 10 CFR parts 50 and 70, NUREG0654 <br />and FEMA- REP- 1, Revision 1 "Criteria for the Preparation and Evaluation of Radiological <br />Emergency Response Plans and Preparedness in Support of Nuclear Power Plants". <br />During the negotiations, an agreement was reached wherein IRC will receive $105,553 for FY <br />2022/2023 and $105,553 for FY 2023/2024 from FPL. The funds shall enable IRC to carry out its <br />responsibilities as provided in the aforementioned authorities. <br />ALTERNATIVES AND ANALYSIS: <br />This Agreement provides funding for IRC to participate in the following Emergency Planning and <br />Preparedness activities: <br />1. Conduct maintenance and major revisions to the IRC Radiological Preparedness Plans <br />and implementing procedures for IRC as required by the Federal Emergency <br />Preparedness Requirements. <br />2. Participate in state and federal REP exercises. <br />3. Provide funding for a full-time REP Analyst position to maintain evacuation plans, <br />improve reception -decontamination center procedures, and to update shelter surveys, <br />which are required for host counties. <br />4.
