7_ <br />Dr. Scarpinato indicated that he felt it <br />county would keep out mobile vaccination <br />that his interest in the issue has waned. <br />was unlikely that the <br />services and indicated <br />Despite an apparent lack of interest by two local veterinarians, <br />based on the Board's previous direction staff has scheduled these <br />issues for the Board's consideration at its January 9,- 1996 <br />meeting. <br />•General Characteristics of Temporary Uses <br />As per the county's regulations, a temporary use is defined as a <br />use established for a fixed period of time with the intent to <br />discontinue such use upon a certain expiration date. Under the <br />LDRs, temporary uses are also uses set-up on a specific site, where <br />customers or employees are attracted to or brought onto the site. <br />Many types of temporary uses involve activities conducted outside <br />of enclosed buildings (e.g. tent meetings, special sales or sports - <br />related events). As such, temporary uses may involve activities <br />that, if conducted indoors, would require no special permit review <br />or approval. For instance, a shopping center or mall could have <br />vaccination services provided within a tenant unit without any <br />special permit review or approval by the. planning division. <br />According to current regulations, such a use- could•be conducted <br />outside of the shopping center or mall building for a limited time <br />period if a temporary use permit were issued and various conditions <br />satisfied. <br />•Temporary Uses Allowed Under Current LDRs <br />LDR Chapter 972 sets forth allowances and criteria for all <br />temporary uses. Certain temporary uses are specifically addressed <br />and regulated in Chapter 972 by zoning district type (agricultural, <br />residential, commercial, and industrial). These specifically <br />listed uses include: <br />- Model homes <br />- Temporary construction offices <br />- Temporary watchman's quarters <br />- Temporary meeting, recreation or amusement facilities <br />- Temporary real estate sales office <br />- Transient merchants (e.g. fruit and vegetable stands, <br />Christmas tree sales) <br />Special vehicle and boat sales events <br />Other uses are allowed under a broad category. of "similar temporary <br />uses", and still other temporary uses are allowed that are <br />accessory to a principal use (e.g. tent revival on a church site). <br />For several years, planning staff has treated plant sales and other <br />commercial events held in shopping center parking lots as similar <br />to special vehicle and boat sales events, which are specifically <br />allowed in such parking lots under certain conditions. <br />In summary, the current LDRs and staff's interpretation of "similar <br />temporary uses" allow temporary uses that have customarily and <br />historically occurred in the county, and allow special sales and <br />promotional events in parking lots where excess parking spaces <br />exist and where the temporary use is accessory to or similar to an <br />allowable use within the zoning district of a given site. <br />As with all temporary uses, temporary commercial events are subject <br />to general review standards (see attachment #2) which include: <br />1.
