Keati , A <br />Community Devel pment irector <br />FROM: Sasan Rohani, AICP <br />Chief, Long -Range Planning <br />DATE: January 2, 1996 <br />RE: DEFAULT OF FRANK & TIPHANY MAROTTA'S SHIP LOAN <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of January 9, 1996. <br />DESCRIPTION AND CONDITIONS <br />On January 17, 1995, the county's Affordable Housing Loan Review <br />Committee approved a SHIP (State Housing Initiatives Partnership) <br />combination downpayment/closing cost loan and impact fee loan for <br />Frank and Tiphany Marotta, a very low income family. The total <br />loan was for $9,737.83, of which $8,624.83 was for <br />downpayment/closing costs ($5,500 downpayment and $3,124.83 closing <br />costs), and $1,113.00 was for traffic impact fees. <br />The county's subordinate mortgage document, promissory note, and <br />the First National Bank and Trust Company's construction loan were <br />closed on March 17, 1995. Versa Homes, the builder, then began <br />construction of the house. Before construction was completed and <br />the construction loan was converted to a permanent loan, however, <br />Frank and Tiffany Marotta decided that they did not want the home. <br />This action has affected the bank, the county, and the builder. <br />According to the builder, approximately $8,410.00 is needed to <br />finish the house completely. The bank's construction loan was <br />approved for $47,250, of which $32,413.10 has been dispersed to the <br />builder with a remaining balance of $14,836.90. <br />24 <br />JANUARY 9, 1996 <br />
