Changing Interest Rate on All County Financing (Petition <br />Paving, Utility Assessment Products, Utility Impact Fee, Etc.) <br />The Board reviewed a Memorandum of January 9, 1996: <br />TO: Members oaf the Board <br />of County Commissioners <br />DATE: January 9, 1996 <br />SUBJECT: CHANGING THE INTEREST RATE ON ALL COUNTY FINANCING <br />(PETITION PAVING, UTIIdTY ASSESSMENT PROJECTS, UT XrY <br />IMPACT FEE, ETC) - CONSENT AGENDA <br />FROM: Joseph A.B <br />OMB Director <br />DESCRIPTION AND CONDITIONS <br />Faxed interest rates charged by the County for financing utility assessments, utility impact fees, <br />petition paving assessments, and any other financing are scheduled to be set on an annual basis in <br />January of each year. For the 1995 calendar year, the amessmeut/financing fixed interest rate was <br />set at the prime rate which was 8 h% at the time. The prime interest rate in the Wall Street Journal <br />today is 8 h% which would mean no change in the rate from 1995 to 1996. The only exception to <br />this interest nate would be if the project was directly affiliated with a bond issue and the requirements <br />dictated a different interest rate. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the fixed interest rate of 8 'h%. <br />ON MOTION by Commissioner <br />Commissioner Bird, the Board <br />the fixed interest rate for <br />County financing of petition <br />utility assessment products, <br />etc., as recommended by staff. <br />Eggert, SECONDED by <br />unanimously approved <br />1996 of 8 1/2% for <br />paving assessments, <br />utility impact fees, <br />D. Public Hearing Scheduled for Proposed Ordinance <br />Amending Regulations Governing Wheelchair Services <br />The Board reviewed a Memorandum of January 3, 1996: <br />TO: Board of County Commissioners 1D <br />FROM: Terrence P. O'Brien, Assistant County Attorney <br />DATE: January 3, 1996 <br />RE: REQUEST FOR PERMISSION TO ADVERTISE THE PROPOSED <br />ORDINANCE AMENDING REGULATIONS GOVERNING <br />WHEELCHAIR SERVICES <br />The attached proposed ordinance amends the regulations of the <br />non -emergency wheelchair services. The substantive changes have been <br />coordinated with and approved by the Transportation Disadvantaged Local <br />Coordination Board. <br />Recommendation: Staff has reviewed the ordinance and requests <br />permission to advertise it for a public hearing to be held on February <br />6, 1996. <br />JANUARY 16, 19% 6 <br />
