Genti0e, CJ.F-. <br />Civil Engineer " l' <br />SUBJECT: Public Hearing for the Paving & Drainage Improvements to 8th Court South <br />of 2nd Street to South Relief Canal In Indian River Heights Subdivision <br />DATE: * January 3, 1996 <br />DESCRIPTION AND CONDMONS <br />On December 19, 1995, the Board of County Commissioners adopted Resolution No. 95- <br />168 providing for certain paving and drainage improvements to 8th Court South of 2nd <br />Street to South Relief Canal In Indian River Heights Subdivision. A petition was received <br />from the property owners on this road. 8 property owners out of 10 property owners signed <br />the petition making it 80% in favor of having this road paved. <br />On December 19, 1995, the Board of County Commissioners adopted another Resolution <br />95-169 setting the date and time for a Public Hearing to discuss the advisability, cost and <br />amount of the assessment against each property owner. This hearing is scheduled <br />for January 16, 1996. <br />RECOMMENDATION <br />Staff recommends the Board of County Commissioners move to approve the assessment <br />roll, and confirming resolution with changes, if any, made after input at the January 16, 1996 <br />Public Hearing. Revised confirming resolution and assessment roll Will be forwarded to <br />Chairman of the Board for signature. The Assessment Roll and assessment plat are on Me <br />with the Clerk to the Board of County Commissioner's office. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Albert Mill of 155 8th Court was in favor of the paving but <br />requested an adjustment in his assessment. His property is on the <br />cul-de-sac and, while his neighbors' assessments are from $1500 to <br />$1600, his assessment is $2534. <br />Commissioner Bird explained that the County pays 25% of the <br />cost of the project and Mr. Mill's neighbors' assessments would <br />have to be increased to pick up the difference were Mr. Mill's <br />assessment to be lowered. <br />Mr. Mill then requested a plan to spread out the payments over <br />a longer period of time, and Director Davis responded that the <br />normal payback period is 2 years. <br />Linda Brown of 825 2nd Street also requested a 2 year payment <br />period, and Director Davis further explained that, after the <br />project is completed in 4 to 5 months, a bill will be sent. If the <br />property owner does not wish to make payment in 90 days, he can <br />elect to pay in 2 annual installments. <br />JANUARY 16, 1996 17 BOOK 9 7 F,Al,j E 10 7 <br />
