CONSENT AGENDA <br />INDIAN RIVER COUNTY <br />OFFICE OF MANAGEMENT AND BUDGET <br />PURCHASING DIVISION <br />DATE: September 13, 2022 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THROUGH: Jason E. Brown, County Administrator <br />Kristin Daniels, Budget Director <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Designation of Excess Equipment as Surplus and Authorization for <br />Disposal <br />BACKGROUND: <br />The equipment on the attached list has been determined excess to the needs of Indian River <br />County and requires disposal in accordance with Florida Statutes and Finance Policies. As <br />previously authorized by the Board, the items will be sold by online auction and funds received <br />from the sale of these items will be returned to the appropriate accounts. <br />The current water meter manufacturer, Master Meter, has asked if the Department of Utility <br />Services ("Utilities") would return the register portion of removed meters to them. The <br />registers are not useable by the department, have no resale value, and have previously been <br />discarded. Returning the registers to Master Meter will reduce waste, and decrease staff time <br />associated with water meter replacement, as the lithium ion batteries in the registers must be <br />removed before the register is discarded. Utilities currently has approximately 1,200 registers <br />to be discarded that they would prefer to return to the manufacturer. They estimate an annual <br />replacement of 2,500 registers. <br />FUNDING: <br />There is no cost to the County associated with these requests. <br />RECOMMENDATION: <br />Staff recommends the Board declare the items on the Excess List for 092022 Agenda as surplus, <br />and authorize their disposal, and authorize Utilities to return Master Meter registers to the <br />manufacturer as they are removed from service. <br />ATTACHMENT: <br />Excess List for 092022 <br />17 <br />
